As two major factors of production,capital factor and labor factor play an indispensable role in modern market economy.In reality,due to government intervention,non-market allocation,household registration system and departmental wage differences,it is difficult for capital elements and labor elements to flow freely between departments,resulting in measurement.The measuremen of production factors will reduce the production efficiency of the factors and thus reduce the overall output level.As a typical resource-based province,Shanxi has entered the middle and late stage of resource exploitation,and the resource-based industry has gradually declined.Under the limited supply of labor factors,demographic dividend of Shanxi Province was narrowed down gradually by Aging population,the diminishing marginal return of capital factors and the increasing environmental requirements make it difficult to maintain the extensive economic growth mainly relying on low cost and cheap factor input.At the same time,as the only province-wide experimental area for the comprehensive reform of national resource-based economy,Shanxi Province undertakes the task of exploring the sustainable development of resource-based economy,and the task of exploring methods and summarizing experience for the sustainable development of other resource-based economies in China.Therefore,it is one of the emphases of Shanxi's economic reform to study the function mechanism of mismatching of capital factors and labor factors,and then to perfect and optimize the allocation of production factors.Therefore,this paper establishes the theoretical framework of resource mismatch based on Hsieh and Klenow,deduces the model of production factor mismatch of three industrial sectors,and further divides the production factor mismatch into the insufficient and excessive allocation of production factors,and then obtains the factor mismatch coefficient of Shanxi Province by calculating the industrial sectors,cities and industries.On this basis,the output gap model is established according to the difference between the output under the effective allocation of production factors and the actual output,and the output gap of Shanxi province is calculated.Combined with the system dynamics model,the feedback loop is constructed through the factors such as the degree of participation in international trade,the transformation rate of scientific and technological achievements,and the variation of mismatch coefficient of capital and labor factors under different factors is simulated.According to the change results of the mismatch coefficient of capital factors and labor factors in the three secondary industries,without changing the total input,the influence on the total output gap is calculated,so as to explore the correction mechanism of the mismatch of production factors and the output gap.The results show that there are differences in the allocation of capital factors and labor factors in various industries,cities and industries in Shanxi Province.Higher transfer rates of science and technology,international trade participation,and the rising number of graduate students can correct the mismatch between capital and labor factors and thus improve the output gap.To improve the output gap of Shanxi Province needs to actively participate in international trade;To break the interests of monopoly departments and narrow the factor income gap between industries;Strengthen regional coordination;interaction to reduce the segmentation of inter-regional factor markets and ensure the quality of postgraduate education.
