Study On Mechanism Of Innovation Policy On Enterprise’s Lnnovation Output

Since the implementation of independent innovation strategy in China in2006,"how to be the subject of independent innovation for enterprises" has become a hot topic in society. In order to strengthen the position of the subject of independent innovation for enterprises, China has promulgated a series of innovation policies. However, different types of innovation policy’s impact on mechanism and effect of enterprise innovation output are diverse, so it requires that the government should select the appropriate combination of policies to maximize the innovation policy incentive effect according to the demand of construction in innovative countries. As a result, it is so significant in theory and reality for the innovation policy’s setting.This thesis makes an analysis on the mechanism of innovation policy impacting on enterprise innovation output. Firstly, this thesis introduces the research background, purpose and significance of this study. On the basis of this, this thesis reorganizes the related research to innovation policy and to the impact of innovation policy on enterprise innovation output. Followed by these, it constructs a theoretical mode of the mechanism of innovation policy impacting on enterprise innovation output through the analysis from the views of supply, environment and demand. The core part of the article uses the system dynamics method draws a map of the causal relationship between enterprise innovation innovation policy on the basic of using the system dynamics method and by using the VENSIM, it makes a dynamic model through the main line of innovation policy impact on innovation output mechanical model and an analysis of the mechanism of innovation policy promoting the enterprise innovation output.It is concluded in this article:The supply policy has the most strong impact on the promoting innovation output, the environmental policy has the relatively weak impact and the demand policy has the weakest impact; in the supply policies, financial support policy has larger impact than the educational policy, but educational policy can promote enterprise innovation output stably in a long time and financial support policy can have a larger impact after educational policy produces a cumulative utility; in the environmental policies, science serving policy and patent policy promotes most obviously, infrastructure construction policy and financial support policy promotes less obviously; in the demand policies, government procuring policy have a strong impact on the enterprise innovation policy.
