With the further development of the global value chain,scholars gradually realize that the official trade statistics based on the total value calculation can not reflect the real trade of the world any more.At the same time,official international organizations begin to advocate the establishment of value-added trade accounting system and have jointly developed some database based on value-added trade.On the other hand,technological progress is the intrinsic driving force for the development of science and technology and economic growth in a country.In an open economy,technological progress in a country not only depends on its own R&D investment,but can also share the scientific and technological research results of developed countries by means of international trade.As a result,it can shorten the technological gap with technologically advanced countries,and achieve rapid economic development.According to the above condition,this paper is based on the current value-added trade situation of 59 countries,and studies the impact of international R&D spillovers on total factor productivity from the perspective of value added,thus judging the impact of international R&D spillovers on the economic development of these countries.This paper describes the theoretical sources of international R&D spillovers by reference to Coe & Helpman(1995).Based on the new growth theory and the new trade theory,this paper explores the relationship between international trade and international R&D spillovers and the theoretical basis of technological progress caused by international R&D spillovers.Meanwhile,this paper expounds the mechanism of international R&D spillover from three aspects.Then,based on various economic data from 59 countries in 2005-2014,this paper conducts a comprehensive survey of the spillover effects of international R&D on the basis of value-added trade and Coe&Helpman's(1995)international R&D spillover model.Then,national differential factors are added to analyze the different impacts of R&D spillovers on developed and developing countries,as well as R&D spillovers from different trading partner countries.The results show that the international R&D spillovers do have a significant positive effect on the country's total factor productivity and the contribution of developed countries is greater than that of developing countries.Finally,based on the conclusions reached,this paper proposes reasonable policy recommendations.
