Research On The Synergic Dilemma And Countermeasure Of Equipment Core Technology Innovation From The Perspective Of Civilian Military

The development of science and technology has triggered a new round of global military transformation,and the development of weapons and equipment in the direction of information construction.Compared with military enterprises,private enterprises have the characteristics of flexible mechanism and strong innovation ability,and have gradually become the leaders of some high and new technologies.Civil high-tech has surpassed military technology in many fields,and the boundaries with military technology are becoming increasingly blurred.It has become an important way for the world's major powers to realize the core technological innovation of equipment.The so-called "civil technology military use" is an engineering technology development activity that transforms civilian high-tech achievements of relatively mature private enterprises into adaptive development and research,and is transplanted into weapons and equipment development and national defense scientific research and production,involving private enterprises,the military,The government and other entities.China's private enterprises have developed rapidly,and civilian high-tech achievements have emerged one after another.The government has followed the trend of the times and actively promoted civilian technology and military use to achieve innovation in weapon equipment core technology and promote equipment upgrading.In reality,the use of civilian high-tech achievements to achieve equipment core technology innovation activities face organizational difficulties and problems,how to solve the problem of coordination between organizations has become the key to the realization of equipment core technology innovation.Jiangsu is not only a military-intensive province,but also has a solid foundation for national defense industry and a major economic province.The private economy is developing rapidly,and the achievements of civilian high-tech are quite abundant.This article will take Jiangsu Province as an example for detailed explanation.This paper takes the private enterprises of the three military-civilian combination industrial demonstration bases in Jiangsu Province as an example.From the perspective of civil military use,this paper uses the combination of questionnaires and interviews to investigate the organizational cooperation dilemma in private enterprises participating in the realization of equipment core technology innovation activities.And summarize and analyze the reasons.On this basis,combined with the advanced experience of developed countries,it puts forward suggestions for the Jiangsu provincial government to solve the organizational dilemma and promote the realization of the core technology innovation of the civilian technology.
