The Research On Military And Civil Amalgamation Of State-owned Military Enterprises

After the founding of People's Republic of China, in order to assure the security of the country, the government has invested a great amount of manpower and material resources in national defense industry to establish large number of state-owned military enterprises. And after that, high-quality materials had been constantly enlarged to put in state-owned military enterprises which took advantaged national-level high grade recourses. In national policy, because state-owned military enterprises take on the research and production of weapon facilities of national security, state-owned military enterprises gained priority support and protection from the government. In production, the government bought the latest production and inspection facilities world wide. In human resources training, the government trained large number of talents in research, production and management by founding colleges in national defense industry. In financing, the government gave state-owned military enterprises priorities of military expenditures. After years of rapid development, state-owned military enterprises have formed ten enterprise groups in five aspects of spaceflight, aviation, weapon, watercraft and nuclear industry. State-owned military , enterprises with millions of employees and thousands of billions of state assets become the owners and the users of high quality materials in planned economy. For years, state-owned military enterprises have satisfactorily fulfilled the military production assignments from the government. And state-owned military enterprises have great contributions in national defense modernization construction and economic construction.After the cold war, Soviet Russia and America ended their opposed situation and the world entered a relatively peaceful time which creates an external condition for economic globalization. Rearrangements of globalization operation strategies of multinational enterprises have established a favorable micro-running foundation for economic globalization. Peaceful coexistence and common development are fine wishes of people all over the world. Under such a background, countries in the world especially America and Russia began to disarmament and cut the military expenditures, and rearrange and reform the original national defense industry and military economy to push the development of military and civil incorporation. Accordingly, transforming military into civil has become popular worldwide and shared the "peace bonus". America took the lead in transforming the advanced military technology into civil uses. And from then, America has M&A large number military enterprises or transformed to civil uses, pushing civil-military integration. After that, the upsurge of military and civilian integration has been pervaded all over the world. Under such a circumstance, military and civilian integration forms the main purpose of this thesis. This will have a great practical significance for future development of China's state-owned military enterprises.This paper is based on such condition, and the research of military and civilian integration is developed with following basic questions: (1) analysis on the distribution of resources and efficiency of state-owned military enterprises (2) research on core competitiveness of state-owned military enterprises (3) what is the realization model of military and civilian integration in military enterprises (4) the feasibility of high degree realization of military and civilian integration in military enterprises (5) the content and approach of high degree realization of military and civilian integration in military enterprises. This paper takes the above questions as main research target.This paper mainly applies institutional economics theory to make a foresightedness analysis of future military and civilian integration in military enterprises through demonstration, case study and comparative methods, etc. By study on development ways of military and civilian integration in military enterprises, the conclusion is: the realization format of military and civilian integration is diversified and has different phases. Transforming military into civil is the primary stage of military and civilian integration, and civil-military integration is the advanced stage of military and civilian integration. From transforming military into civil to civil-military integration is a process of system vicissitude. This demonstrated that state-owned military enterprise should take the way of civil-military integration first, and then explore the other innovative models of military and civilian integration with Chinese characteristics.This paper has many innovations: firstly, research aspect innovation. State-owned military enterprises hold a great amount of high quality resources, but the research on twenty years reform practices shows that the current strategy of transforming military into civil deviates its core competitiveness, and wastes the high quality materials. Though, there are very few successful cases, but look at it as a whole, State-owned military enterprises experience the failure. When developed countries are rearranging their focuses of military enterprises and integrating military and civil, what is the direction of future reform of China's military enterprises? This paper takes theories of resources distribution and core competitiveness as tool to demonstrate the feasibility of civil-military integration, and provides references for relative decision-making bureau. Secondly, the research content innovation. Based on case study and many demonstration researches, this paper conclude that applying civil-military integration should take market-driven policy, vigorously develop high-tech industry of military and civilian integration, establish the modern enterprise system and army-civilian common standard, and apply bidirectional transfer to civil-military integration and its scientific research achievements. And also see that transforming military into civil is the primary stage of military and civilian integration, and its advanced form is civil-military integration. Transforming civil into military is an another way of military and civilian integration. Thirdly, research viewpoint innovation. This paper proposes the viewpoint that the realization form of military and civilian integration is diversified and has different phases. Transforming military into civil and civil-military integration are the different forms in different environment and different times. Since the adoption of reform and opening-up policy, the exploration of military and civilian integration by state-owned military enterprises has gradually progressed from primary stage to advanced stage, and this process of progress actually is a gradual and alluring process of system vicissitude.
