The latest research achievement on science and technology is always firstly used on the military field, so the development of science and technology achievements in this field is very fast. However, with the end of the Cold War in20 th century, the competition between countries is no longer only based on military strength, but gradually becoming a competition of the comprehensive national strength, this provides a great opportunity for the progress of military-civil integration. On the one hand, the growth of the national economy needs the high tech of military industry; on the other hand, the military-civil integration will also bring benefits to the innovation on the military industry.In this paper, we focus on one military research institute X, and study the technology spillover effect from military enterprises to civil enterprises. By studying the technology spillover effect theory, we analyze the factors which affect the technology spillover from military enterprises to civil enterprises, and discuss the types, the channels of the technology spillover and the military-civil cooperation development strategy. Moreover, under the premise of the technology spillover effect, we set up a quantity model of the military enterprises' optimal R&D investment decision and the civil enterprises' output decision. In this quantity model, we compare two different situations: the dispersion and concentration of business decisions, then make a further discussion on the feasibility of the possibility that the civil enterprises share the R&D cost, also we discuss the possible cost-sharing proportion. At last,according to the above research, we analyze the possible problems that arise in the process of technology spillovers and give the corresponding management advice.
