Practice And Thinking On The Reform Of Rural Collective Property Right System In G Township Of Shanxi Province

Since the establishment of the household contract responsibility system with remuneration linked to output in 1978,farmers have greatly liberated and developed their productive forces.After years of rapid development of industrialization and urbanization,the collective economic assets in rural areas have been accumulating and the production and life of farmers have undergone earth-shaking changes.But at the same time,the development of urban-rural integration has also brought great impact on the development of rural collective economy.As an important part of deepening the rural reform,the reform of the rural collective property right system is an important step to implement the national strategic plan for deepening the reform in an all-round way and a key step to further implement the rural revitalization strategy.It is of great significance to safeguard the long-term development of the rural collective economy,safeguard the basic rights and interests of farmers and increase the income of farmers.In recent years,the country has continuously issued documents,explored and summarized the experience of pilot areas,and is ready to promote them nationwide.Therefore,the practical exploration and experience summary of the reform are particularly important.This paper takes G township in houma city as the research object,and adopts the research method of combining literature research and empirical research to study the concrete practice of rural collective property right system reform.It shows the concrete practice of party committee,government and farmers' participation in the process of rural collective property right reform with actual cases,summarizes the concrete results and experiences of promoting the reform,and makes active exploration for further promoting the rural collective property right system reform.The research content of this paper is mainly divided into three parts: The first chapter mainly analyzes the reform background of G Township in houma city,Shanxi Province,sorts out the policy basis and actual situation of therural collective property right system reform,and points out the necessity of its reform.The second chapter summarizes the specific practices of G township in the reform of the rural collective property right system,and discusses and analyzes the practice of the reform from the following steps:preliminary preparation,determination of membership,full assets and capital verification,and activation of rural collective assets.The third chapter summarizes the achievements and experiences of G Township in promoting the reform of rural collective property rights system.Through the argumentation of the article,we can know that grass-roots party organizations play an indispensable role in promoting the reform of rural collective property rights system,such as education,publicity,demonstration and guidance.The government should strengthen the coordination of functions,strengthen the operation of the system and strengthen supervision and assessment in the process of promoting the reform,so as to ensure that the correct direction of reform is adhered to.In addition,farmers,as an important subject participating in the reform,must fully respect the wishes of farmers and adhere to the principles of fairness,justice and openness,so as to ensure the expected results of the reform.At the end of the article,the author discusses the following problems in the next step of promoting the reform:insufficient ideological understanding,lack of policy and financial support and the reserve of management talents,the village-level organization management and operation system after the reform,and proposes to take maintaining the stable development of the rural economy and society as the main objective in the share setting and management,and to continuously promote the reform.
