Research On The Protection Of Farmers' Economic Rights In The Reform Of Collective Property Rights

With the rapid development of China's economy,the total amount of collective assets in rural areas has been continuously accumulating,the economic structure and social structure have undergone tremendous changes,and issues such as unclear ownership of rural collective assets and unclear power and responsibility have become increasingly prominent.In order to promote the optimal allocation of rural collective resources and realize the efficient and modernization of agricultural production,Since 2014,the pilot reforms of the rural collective property rights system have been launched successively and have achieved certain results.Reforming the rural collective property rights system is not only a powerful measure to adapt to rural productivity and develop the rural collective economy,but also an inevitable requirement to safeguard the economic rights and interests of farmers.The "big unity" was carried out through the reform of "small land",adopting a moderate scale operation,promoting the optimal allocation of resources,and playing an important role in protecting and revitalizing rural collective assets and driving the rural economy.This article takes the reform of the collective property rights system of X Village in L City,Shanxi Province as an example.The article adopts literature research method,case study method,investigation research method,taking Marxist property rights theory and Marx and Engels' s related expositions on peasants' economic rights as a theoretical source,Analyzing the effectiveness,problems and reasons of the protection of peasants 'economic rights in the process of collective property rights reform in X village,and proposing countermeasures for the protection of peasants' economic rights in the reform of collective property rights system.This article attempts to explore the connection between the rural collective property rights system reform and the farmers 'economic rights,in order to find a realistic way to protect the farmers' economic rights inthe rural collective property rights system reform.Specifically,The first chapter is a theoretical review of the reform of the rural collective property rights system and the protection of farmers' economic rights and interests,and provides a theoretical foundation for the subsequent content;The second chapter introduces the practice of guaranteeing farmers 'economic rights in the reform of collective property rights system in X Village,L City,Shanxi Province.It mainly explains the effectiveness of protecting farmers' economic rights from clearing capital,membership definition,equity setting and equity management;The third chapter focuses on the problems existing in the protection of peasants' economic rights and interests in the reform of the collective property rights system in X Village,L City.This section elaborates the problems in the reform of collective property rights in X village,such as the devaluation of farmers' asset appreciation rights,the obstruction of farmers' operation and management rights,and the weakening of farmers' market rights and interests;The fourth chapter explains the reasons for the damage to the farmers' economic rights protection in the reform of the collective property rights system in X village from three aspects:incomplete policies and regulations,incomplete related systems,and weak awareness of economic rights protection.;The fifth chapter puts forward suggestions for the protection of farmers' economic rights and interests in the reform of the rural collective property rights system.Based on the analysis of the cause of the problem,the idea of protecting the economic rights and interests of farmers,including the revision of relevant laws and regulations,standardizing the management system of cooperatives,and strengthening the awareness of protecting economic rights and interests of farmers.
