A Study On The Problems And Countermeasures Of Public Budget Disclosure In Towns

Township public budget funds for the majority of rural public needs to provide security in rural revitalization plays a very key role.In recent years,at the two sessions of the National People's Congress,the public budget has always been the focus of attention of delegates and the public.Everyone expects that the process of public budget will be more open and transparent,and that townships,which also have large amounts of public funds,however,there are some problems in public budget disclosure,such as unclear subject,insufficient participation and low quality of public budget information.In November 2018,villages and towns began to introduce performance budgeting,which can be guaranteed by full disclosure of public budget.The town of x is an agricultural town,but after it was put into the development zone,the position of the town has changed,the amount of funds has suddenly increased,the number of projects that need to be built has gradually increased,the momentum of development is rapid,and a large number of projects require a large amount of funds,how to arrange the funds reasonably to promote the development of towns,the financial budget must play a bigger and bigger role,and the transparency of the financial funds also shows an important position.By consulting the financial budget and final accounts reports and government work reports of x town from 2014 to 2019,interviewing some deputies to the town people's Congress and village accountants,and combining with the author's actual work,this paper expounds the basic concept of budget publicity,the present situation and existing problems of the budget publicity in x town.By Consulting Professional Literature,comparing the successful practice of budget disclosure at home and abroad,and combining with the local actual situation,it is made clear that budget disclosure is not the goal,but only a means to better display the efficiency of the use of financial funds,some suggestions are put forward,such as making rigid rules and regulations,improving the overall quality of the financial staff,increasing the participation of social organizations and the masses,improving the procedure of bill reimbursement and innovating the procedure of budget compilation.Through a series of improvements,we can improve the quality and efficiency of budget disclosure and provide a good basis for performance budgeting.
