The state-owned enterprises in China have long been regarded as providing “iron rice bowl” and equalitarianism in that most of the employees working in state-owned enterprises have more stable income,higher compensation and benefits,and lower performance evaluation requirements.In 2018,a national guideline on reforming the compensation determination mechanism of state-owned enterprises were officially issued by the General Office of the State Council.It proposed to deepen the reform of the corporate internal distribution system by emphasizing the orientation of performance,key positions like front-line positions,and urgently needed high-level and high-skilled talents,aiming to reasonably widen the compensation distribution gap and strengthen performance evaluation of all staffs.As a state-owned enterprise mainly engaged in highway construction projects,Company T implements an annual compensation system for senior executives,and carries out a performance incentive system for primary-level personnel by an evaluation model with the Virtue,Capability,Diligence,Performance and Integrity(VCDPI)criteria.Taking Company T as an example,this study investigates the existing problems faced by the core departments and the auxiliary departments from the perspective of performance appraisal.Firstly,this study reviews related domestic and international literatures to explore the research progress and significance of performance appraisal.This study proposes evaluation indicators concerning the target evaluation of engineering construction.Last but not least,this study draws the attention of Company T and all employees to performance by linking performance appraisal to compensations so as to improve work efficiency.The future studies are suggested to apply the relevant research results to all the project companies of the head office,optimize their performance evaluation systems accordingly,and then promote the optimized evaluation system to new project companies.This study can shed light on the optimization of performance appraisal system of state-owned enterprise engaged in engineering construction in China.
