Research On The Development Of China’s Sharing Economy Under The New Development Concept

At present,China is in the period of deepening the reform of rural land property right system.In order to comply with the wishes of farmers to retain the land contract right and transfer the land management right,the state proposes the policy of "Three Rights Separation" of rural land,and implements the separation of rural land ownership,contract right and management right.The rural land property right changes from the original "two rights separation" to "Three Rights Separation".In recent years,under the guidance of national policies,the practice of "Three Rights Separation" of agricultural land in China has been steadily promoted,and some achievements have been achieved.On the whole,the moderate scale operation of agricultural land has been realized,and the development of agricultural modernization has been promoted.However,there are some problems in practice,such as the infringement of farmers’ rights and interests,the irregular transfer of land management rights,and the conflict of interests between farmers and new management subjects,which hinder the further promotion of the practice of "Three Rights Separation".Under the guidance of Marx’s theory of land property rights,this paper combs the current situation of the practice and development of the "Three Rights Separation" of farmland in China,finds out the problems,explores the reasons,and tries to find out the feasible solutions,so as to provide some theoretical reference for the further development of the practice of the "Three Rights Separation" of farmland in China.This paper is divided into four parts:The first part is an overview of the relevant content of the "Three Rights Separation" of agricultural land,and expounds the main content of Marx’s theory of land property rights and its guiding significance for the "Three Rights Separation" of agricultural land.The second part is to sort out the current situation of the practice and development of "Three Rights Separation" of farmland in China.This paper summarizes the basic situation and typical mode of the practice of "Three Rights Separation" of farmland in China,affirms its achievements,and puts forward three main problems in practice: the infringement of farmers’ rights and interests,the irregular transfer of land management rights,and the conflict of interests between farmers and new business subjects.The third part is to explore the reasons for the problems in the practice of "Three Rights Separation" of rural land in China,mainly including three aspects: the subject of land property rights is vague,the market of rural land transfer and transaction is not mature enough,and the distribution of interests among the subjects of "three rights" is unreasonable.In the fourth part,according to the above discussion,the author puts forward the corresponding solutions to the practice and development of "Three Rights Separation" of agricultural land in China under the guidance of Marx’s theory of land property rights: clarifying the property rights to protect the legitimate rights and interests of farmers,improving the market system of agricultural land transaction to regulate the transfer of land management rights,establishing a reasonable interest distribution mechanism to ensure the balance of income of all parties.
