China's development of circular economy is an important way and the inevitable choice to achieve sustainable development,building a resource-saving and environment-friendly society. Recycling economy in the development of our country already has a definite basis, but due to lack of comprehensive understanding of its people, also failed to detail from the perspective of theory to interpret the "recycling economy" mode. At this stage, China is at an important period of strategic opportunities, extensive mode of economic growth will exacerbate the shortage of resources and environmental degradation. Papers takes theoretical distillation of the cycle of development thinking which implicated in the "recycling economy" model building and the practice ,and develops the "recycling economy" mode of the theory construction's development, also plays on China's socio-economic development of society yet fast and facilitating role.The article mainly make use of Marxist philosophy, through a comparative study, analysis and synthesis, theory and practice of unity of the scientific method, borrow and learn from the 1980s in particular theoretical circles since the 1990s on environmental science and ecological economics research results, and innovation from both macroeconomic and microeconomic perspective on the economic model construction cycle. The macro level papers discussed from the "traditional linear" economic development model which is "treatment after pollution" model to the "recycling economy" model the evolution.This process reflects the cycle of the development of Marxist perspective; The micro level, "recycling economy is " the economic system which is by the people referring the natural ecosystems constructed according to the natural cycle of the ecosystem material and energy flows, so as to makes the economic system into the natural ecosystem cycle of the material harmoniously.Papers have five components. The first part is a Marxist concept of development cycle of the basic idea and its development. From a theoretical level introducing the Marxist concept of development cycle, which involves the development of the Marxist theory circulating premise , basic ideology, the basic characteristics and its development in the modern society.The second part is an economic development model's evolution in the perspective of Marxist concept of development cycle. Analysis the traditional economic development model's defects and human development dilemma which is caused by it, proposed a "recycling economy" development model.The third part is the development of China's recycling economy status. From the reality perspective explain the development of recycling economy. Analysis the importance and urgency of China's development cycle of economic ,also introduce the status of the cycle of economic development in our country from the positive and negative aspects. The fourth part is the practice and experience of the overseas development of recycling economy, including the strengthening of legislation, the establishment of eco-industrial parks and through business practice and public participation to promote the development of recycling economy. By hills stone for the construction of cycle economic model.Part V is the "recycling economy" mode of construction in the perspective of unifying theory with practice, is also the focus of the article and innovation lie on. Articles from both macroeconomic and microeconomic levels start to the connotation of a recycling economy, basic principles and major characteristics, and power mechanism and mode of development, and promoting China's economic development cycle to provide countermeasures recommendations.
