At present,state-owned enterprises are the backbone of China's national economy.The improvement and optimization of state-owned enterprises has important strategic significance for improving the socialist market economy and consolidating the socialist system.Now that the socialist market economic system is becoming more and more perfect,implementing mixed ownership reforms on state-owned enterprises and allowing these large-scale and high-quality state capitals to transform their operating forms is one of the major economic tasks of our country at this stage.Among them,the equipment manufacturing industry,which is the lifeblood of the country's industrial economic development,needs to change its business model to meet the market economy of the new era.Heilongjiang Province,as China's deep-founded old industrial base,with its state-owned equipment manufacturing enterprises,is a frontier position suitable for implementing the mixed ownership reform strategy of state-owned equipment manufacturing enterprises.Heilongjiang Province,as a major traditional equipment manufacturing province,has a deep foundation in equipment manufacturing and rich production experience.However,due to the long-term implementation of the planned economy,various economic entities in the province have become too dependent on the state-owned economy,resulting in a very slow economic development in the province in recent years.The equipment manufacturing industry has always been a pillar industry in Heilongjiang Province.Therefore,this paper first evaluates the feasibility of the mixed ownership reform of state-owned equipment manufacturing enterprises in Heilongjiang Province by analyzing the pre-and post-connection effects of the equipment manufacturing industry in Heilongjiang Province.The input-output analysis of the industryrelated effects of the equipment manufacturing industry in Heilongjiang Province was conducted,and the direct consumption coefficients between the equipment manufacturing industry and other industries in Heilongjiang Province were calculated.The mutual economic connection between industries was analyzed,and based on the influence between industries Coefficients and sensitivity coefficients perform correlation analysis between the equipment manufacturing industry and other economic sectors.It is concluded that the equipment manufacturing industry in Heilongjiang Province has a very high back-and-forth correlation effect,which should have been able to effectively promote regional economic development,but due to the residual effects of the planned economic system,the equipment manufacturing industry in the province has not been able to play its due role.Then by analyzing the characteristics,shortcomings and deep-seated roots of the property right system of state-owned equipment manufacturing enterprises in Heilongjiang Province,and discussed the necessity of mixed ownership reform of its property right system.Finally,based on the hybrid oligopoly model,this paper analyzes the objective function of state-owned equipment manufacturing enterprises,derives the objective function of state-owned capital,and conducts an in-depth analysis of the game between it and private capital,the state capital in state-owned equipment manufacturing enterprise under static conditions is derived an optimal ratio of capital.Based on the above,this article concludes with a case study of a successful mixed-reform state-owned equipment manufacturing enterprise,and puts forward countermeasures and suggestions for the reform path of mixed ownership of state-owned equipment manufacturing enterprises in Heilongjiang Province,with a view to providing a theoretical reference for relevant government decisions.
