| At present, deepening the reform of state-owned enterprises is a matter of economic security and social stability, contribute to the sustained and stable development of China's economy. But reform of state-owned enterprises is not overnight easy, but a huge system engineering, with the deepening of the reform of state-owned enterprises, is bound to entered a crucial stage and deepwater areas, how to effectively solve the problem of the reform of state-owned enterprises? Based on the background of China's economic transition, this paper tries to put forward a feasible solution from the perspective of the market process. As the equipment manufacturing industry, which is the foundation of economic construction and manufacturing industry, its development determines the competitiveness of a country's industrial system. The equipment manufacturing industry has typical representative to study the process and efficiency of the state-owned property right and the market. In recent years, with the increase of the cost of the input factors, and the social from all walks of life to the problem of environmental pollution attention, to rely on low cost and expense of the environment to the development of the equipment manufacturing industry of the traditional road has more walk more narrow, the equipment manufacturing industry is faced with urgent demand transformation. Based on this, this paper in the economy and manufacturing industry of China is facing downward pressure in the macroeconomic background, to equipment manufacturing as the object, efficiency loss of state-owned property rights, as well as the effects of marketization process of efficiency loss becomes very important and representative. The sample data of this paper is the sub provincial panel data of the equipment manufacturing industry during year 2001-2013.After calculating the technical efficiency of the equipment manufacturing industry in the province, the development of equipment manufacturing industry is divided into four stages, and the spatial autocorrelation of the technical efficiency is analyzed. The main conclusions are:general equipment industry and electrical machinery industry technical efficiency has greatly improved, the rest of the industry upgrade is not obvious, since 2006, the industry technical efficiency of space autocorrelation disappears gradually, to 2013, except the technical efficiency of general equipment industry there is spatial autocorrelation, the rest of the industry had no space autocorrelation. To this end, governments at all levels in the development of the revitalization of the equipment manufacturing industry policy, should be integrated into the province and the neighboring province of resource endowment.Then, this paper focuses on the analysis of the impact of the state-owned property right of the equipment manufacturing industry, and the role of the market process on the state-owned property and efficiency. By controlling the time effect of panel regression model for empirical analysis, the state-owned property rights exist loss of efficiency, marketization of efficiency is significantly enhanced and marketization process can effectively alleviate the efficiency loss of state-owned property rights. However, the fact that the efficiency loss caused by the state-owned property is not changed because of the improvement of the market process. Only by essentially changing the ownership nature of state-owned property rights, the efficiency loss of state property rights can be eliminated. But in the reform of state-owned enterprises face greater resistance can by improving the process of market-oriented means to alleviate the state-owned property rights of efficiency loss, and the state-owned property is committed to reform, in order to achieve the sustained and healthy development of the economy as a whole. |
