In the report of the 19 th National Congress of the Communist Party of China,"implementing the strategy of Rural Revitalization" is regarded as an organic part of the modern economic system for the first time. With the continuous progress of China's rural economy and society, the rural financial industry is also developing rapidly. However,on the one hand, due to the slow economic growth in rural areas, rural financial services are still not fully covered. In some areas, there is still a gap in rural financial services, and some rural poor people in remote areas still cannot enjoy the formal financial services. On the other hand, because of the low income, some vulnerable groups in rural areas lack certain collateral when they ask for financial services from financial institutions,so they can not get financial services. The problem of Rural Financial Exclusion in China is still very serious. In view of this,it is reasonable and necessary to study the problem of rural financial exclusion.Based on the quantitative analysis of the degree of Rural Financial Exclusion in China, this paper studies the spatial spillover effect of the influencing factors of Rural Financial Exclusion in China, and then provides corresponding countermeasures and suggestions for effectively alleviating rural financial exclusion in China. Finally, inclusive finance can be realized in rural areas of China.First of all, this paper analyzes the universality of Rural Financial Exclusion in China. It is precisely because of the universality of Rural Financial Exclusion in China,so the research of this paper is very necessary. At the same time,on the basis of sorting out the research results on Financial Exclusion at home and abroad,it summarizes the research results at home and abroad.Secondly,it defines the relevant concepts of Rural Financial Exclusion, and puts forward the theoretical basis of this paper.Thirdly, using the measurement method of the United Nations human development index,we use the range method, the coefficient of variation method and the weight method to analyze the degree of rural financial exclusion.According to the measurement results, the rural financial exclusion is extremely unstable in all provinces of China, and the regional financial development gap is large.the purpose of this paper is to analyze the spatial spillover effect of the influencing factors of Rural Financial Exclusion in order to provide corresponding countermeasures and suggestions for effectively alleviating the problem of Rural Financial Exclusion in China. Therefore, after quantifying the Rural Financial Exclusion in China, this paper analyzes the spatial correlation of Rural Financial Exclusion in China by using Moran index and Moran scatter diagram. The results show that there are significant regional differences in Rural Financial Exclusion, and there is a positive spatial correlation. At the same time,SDM model is used to analyze the spillover effects of various factors on Rural Financial Exclusion in China. The results show that: the scale of rural employment, the scale of assets of rural financial institutions, the strength of financial support for agriculture and the income of rural residents have significant and negative effects on Rural financial exclusion. The proportion of the first industry has a significant positive impact on rural financial exclusion.Among them, the industrial structure, the scale of rural employment and the disposable income of rural residents have obvious spillover effects. These factors not only affect the Rural Financial Exclusion in this region, but also affect the Rural Financial Exclusion in the surrounding areas. Finally, according to the relevant empirical results, this paper puts forward the corresponding countermeasures and suggestions to reduce the rural financial exclusion from the aspects of expanding the asset scale of rural financial institutions, improving the income of rural residents, adjusting the industrial structure reasonably, increasing the government's support for the poor areas, and enhancing regional cooperation.
