Research On Coordinated Development Of Resource-Based Industry And Strategic Emerging Industry In Hohhot-Baotou-Ordos-Yulin Agglomeration

With the increasingly tight constraints of resources and environment,accelerating the development of strategic emerging industry has become an important way to solve a series of economic,social and ecological problems,such as poor sustainability of economic development,weak ability to resist risks,large industry income gap and serious environmental damage.However,as the pillar industry of the resource-based city group,the resource-based industry plays an important role in the social and economic development for a long time,and it must not be abandoned.Therefore,the development of strategic emerging industry and the coordinated development of resource-based industry have become the inevitable choice to realize the sustainable development of resource-based urban agglomerations.The purpose of this study is to provide reference for improving the coordinated development level of resource-based industry and strategic emerging industry in Hohhot-Baotou-Ordos-Yulin urban agglomeration.Based on the above background,this paper reviews the research status of coordinated development of urban agglomeration industry and resource-based industry and strategic emerging industry at home and abroad,and expounds the concept and connotation of resource-based industry,strategic emerging industry and industrial coordination of urban agglomeration,as well as the coupling coordination theory and evolutionary game theory.Under the guidance of content,benefit and mechanism of coordination between resource-based industry and strategic emerging industry,the evolutionary game model and coupling coordination evaluation model of resource-based industry and strategic emerging industry are constructed.Through evolutionary game theory analysis and simulation,the evolution process of strategic choice of resource-based enterprises and strategic emerging enterprises and the influencing factors of coordinated development are clarified.Through the construction of evaluation index system and the calculation of comprehensive development and coupling coordination degree,the comprehensive development level,coupling coordination level and cooperation efficiency of resource-based industry and strategic emerging industry of Hohhot-Baotou-Ordos-Yulin urban agglomeration are determined,and then the evolutionary game type of industrial coordinated development is determined by combining the evolutionary game analysis.Through evolutionary game simulation and empirical analysis,we can see that the cost and benefit of cooperation,the industrial policy of the government,the proportion of existing cooperative enterprises in the resource-based industry and strategic emerging industry in the resource-based city cluster are the main factors that affect the coordinated development of the resource-based industry and strategic industry;the cooperation between resource-based enterprises and strategic emerging enterprises in Hohhot needs to pay high cost,but the cooperation income is low;the resource-based enterprises and strategic emerging enterprises in Baotou City have high cooperation costs,and the short-term benefits are not obvious,but the future benefits will increase significantly with the deepening of cooperation;the resource-based enterprises and strategic emerging enterprises in Ordos and Yulin have a certain degree of cooperation centripetal force,but they have not formed a good industrial convergence,and the cost and income of mutual cooperation are at a medium level;Compared with the cooperation limited to Hohhot,Baotou,Ordos and Yulin,the free cooperation between resource-based enterprises and strategic emerging enterprises in Hohhot-Baotou-Ordos-Yulin urban agglomeration has lower cooperation cost and higher cooperation income.Finally,three suggestions are put forward from the following aspects: improving the efficiency of information and factor flow,reducing the flow cost,improving the risk sharing and sharing mechanism,and formulating scientific industrial policies.
