Research On Coordinated Development Of Wisdom Urban Agglomeration Construction Level And Economy In Hohhot-Baotou-Ordos-Yulin

The construction of smart city has become a trend in solving the problem of urban development in China.But local governments have found problems such as isolated islands in the process of building smart cities.Therefore,China's “13th Five-Year Plan”clearly proposed to build wisdom urban agglomerations.Wisdom urban agglomerations is an organic combination of smart cities and urban agglomeration,and it is a new concept put forward in the process of smart city construction.Hohhot-Baotou-Ordos-Yulin urban agglomeration is an urban group approved by the State Council in 2018.The four cities of Hohhot,Baotou,Ordos and Yulin started the smart city planning as early as 2012,and they own the basis to become a wisdom urban agglomeration.The paper takes the coordination degree of the construction level of wisdom urban agglomeration and the economic development level as the research content.Cultivate and develop Hohhot-Baotou-OrdosYulin urban agglomeration,making it as a wisdom urban agglomeration with important influence in the central and western regions of China.The paper explores the relationship between the construction level of wisdom urban agglomeration and the economic development level based on the above background.Construct the evaluation index system of the construction level of wisdom urban agglomeration and the economic development level includes seven layers of smart infrastructure,smart public management,smart economic industry,smart ecological civilization,economic development scale,economic development structure and economic development quality.The innovation of the paper can be summarized into two points.The one is the innovation of research ideas,and the exploratory use of the concept of wisdom urban agglomeration to guide the Hohhot-Baotou-Ordos-Yulin urban agglomeration to achieve the coordinated development of smart city industries.The second is to evaluate the application innovation,use quantitative analysis to study and predict the coordination degree between the construction level of wisdom urban agglomeration and the level ofeconomic development of the Hohhot-Baotou-Ordos-Yulin urban agglomeration.So the paper can provide new ideas for the local government to grasp the scale of the construction of wisdom urban agglomeration in the economic aspect.The main conclusions of the paper can be summarized into four points.Firstly,the construction level of wisdom urban agglomeration in Hohhot-Baotou-Ordos-Yulin urban agglomeration from 2012 to 2017 is increasing,and the rankings of the four cities in the urban agglomeration are from Hohhot,Baotou,Ordos and Yulin.Secondly,the economic development level of Hohhot-Baotou-Ordos-Yulin urban agglomeration form 2012 to 2017 showed a significant upward trend,and the rankings of the four cities in the urban agglomeration are from Ordos,Hohhot,Baotou and Yulin.Thirdly,the two subsystems of the Hohhot-Baotou-Ordos-Yulin urban agglomeration from 2012 to 2017 showed a trend of coordinated development,and the rankings of the four cities in the urban agglomeration were from Ordos,Hohhot,Baotou and Yulin.Fourth,it is expected that the coordination degree of the two subsystems of the Hohhot-Baotou-Ordos-Yulin urban agglomeration will continue to rise from 2018 to 2020.And it is expected that the relative development of the two subsystems of the urban agglomeration will approach 1 in 2020,indicating that the urban agglomeration will achieve a win-win situation in the construction of wisdom urban agglomeration and coordinated economic development.Based on the above conclusions,this paper aims at cultivating wisdom urban agglomeration of Hohhot,Baotou,Ordos and Yulin,and realizes coordinated development of the economy of the city Hohhot-BaotouOrdos-Yulin urban agglomeration to proposes development suggestions from three angles.
