Research On Third Party Participation Mechanism Of PPP Project Performance Evaluation

With the rapid development of the government and social capital cooperation(PPP)model,more and more PPP projects have entered the operational phase and are facing the situation of performance evaluation.However,the current government-led evaluation has many shortcomings and is difficult to fully Play the role of evaluation.Third parties have advantages such as independence and professionalism,and relevant departments have also issued a series of policies to advocate and support the participation of third parties.It is a general trend to introduce third parties to participate in PPP project performance evaluation.However,at present,the third-party participation in performance evaluation of PPP projects in China is still in its infancy.In the future,it is necessary to further establish and improve the corresponding participation mechanism to ensure the standardization and effectiveness of third-party participation in evaluation.Based on the principal-agent theory,stakeholder theory,and governance theory,this paper combines the essential characteristics of PPP projects,clearly defines the research scope,and explains the value of third-party participation in PPP project performance evaluation.The development status quo cuts into it,and summarizes the various issues such as the subject's dilemma,content dilemma and guarantee dilemma currently facing.Finally,it is more targeted to construct from the four aspects of subject establishment,subject selection,evaluation principles and content,and guarantee mechanism.A complete third-party participation mechanism for PPP project performance evaluation,with a view to providing useful guidance for third parties to effectively participate in PPP project performance evaluation in the future.The paper has 4 figures,6 tables,and 69 references.
