Research On The Development Of Yangling Agricultural Foreign Aid Training Program

Human resources training for foreign aid is an important form of international exchanges between the Chinese government and other developing countries and an important part of China's foreign aid.Over the years,foreign aid training has played an important role in promoting China's diplomacy,economic and trade cooperation,and training talents for developing countries.As the earliest state-level agricultural high-tech zone in China,Yangling began to undertake national agriculture-related foreign aid human resources training projects in 2005.In 2011,Yangling was recognized by the Ministry of Commerce as the foreign aid training base of dryland farming technology in China.Thus,it is an important task of the base to undertake agriculture-related training for developing countries.With the development of 15 years,Yangling agricultural foreign aid training has achieved certain results.However,there are still some limitations in the coordination of training resources,brand building,feedback and other aspects,which to some extent restrict the high-quality development of agricultural foreign aid training in Yangling.In July,2019,president Xi Jinping proposed China happy to set up Shanghai Cooperation Organization(SCO)agricultural technology exchange and training demonstration base in Shaan'xi province,this initiative set an higher demand for the development of Yangling foreign aid training.Through summarized analysis on the present situation of Yangling agricultural aid training,the thesis puts forward corresponding measures to promote the development of Yangling agricultural training programs.The thesis,through the review and analysis of literature,summarized the characteristics and developing trends of foreign aid training,analyzed the current development of agricultural foreign aid training in Yangling demonstration zone,and studied the training mechanism,organizational management,and development model.Thus,it presented the main problems and deficiencies in Yangling foreign aid training.Through field research on the management experience of foreign aid project in Fujian,Shanghai and other places and lessons from Japan and Germany in the foreign aid training program management,this thesis puts forward relevant measures for the future improvement of foreign aid training in Yangling.Based on the limitations in project execution,resource plan,course system,employee construction,etc.,the thesis concluded that Yangling demonstration zone need to highlight the features in agricultural training,strengthen the employee team construction,resource plan,course system,and program implementation,with a full display of local characteristics,training brand,formation of Yangling agricultural aid brand,assistance for the country's overall diplomacy and local economic development,thus to give a full play to the role of the base and boost the construction of SCO agricultural technology exchange and training demonstration base.
