| The central government carries out the strategic measures of the Belt and Road Initiative and deepen reform and opening up.Since the establishment of the Shanghai pilot free trade zone in 2013,the pilot free trade zone,as a special economic region,has been gradually promoted in China.In the process of further deepening,it has contributed to the formal establishment of China(Heilongjiang)pilot free trade zone.This zone consists of Harbin,Heihe and Suifenhe.Besides the important influence of the development of these three cities,the establishment of the pilot free trade zone can also promote the effective allocation of resources in this region through dynamic effect,radiation effect and spillover effect so that this zone can play a linked role in the economic development of surrounding areas.Moreover,it can further open up the central inland of Heilongjiang,the northwestern border areas and eastern border areas,break the administrative boundaries,achieve the interconnected regional development from point to surface and explore a new model of the interconnected economic development between the pilot free trade zone and the surrounding areas.The development of pilot free trade zone is closely related to the economic development of the location.First of all,this paper reviews a large number of literatures and collects data of the free trade zone and regional economic development on the basis of existing research.Secondly,based on theories related to the free trade zones and regional economic development,this paper will analyze the significance of the construction of Heilongjiang pilot free trade zone to the regional economic development through dynamic effect,radiation effect and spillover effect,that is,to realize the regional linkage development.This paper will analyze the basic conditions like transportation,infrastructure,resources and energy,industrial development,trade development,science and technology and culture,as well as the construction status of the pilot free trade zone’s spatial arrangement,port park,industrial structure and investment process in Heilongjiang province.According to the relevant favorable conditions for promoting regional development in Heilongjiang Pilot Free Trade Zone,this paper will also use AHP to establish an indicator system for the regional linkage development of the three major sectors in Heilongjiang province from the perspective of the construction of Heilongjiang pilot free trade zone.This indicator system is developed from the five dimensions of economic development,factor aggregation,facility coverage,industrial linkage and policy guidance.And quantify the status quo,by collecting and sorting out and processing the relevant data corresponding to these 25 indicators,the final measurement and evaluation of the regional linkage status of Heilongjiang Province,It is found that the central hinterland with the Harbin Free Trade Zone as the core has a high level of economic linkage,and the combined index level of the two regions along the northwest and east is low.The main gap comes from the three parts of factor aggregation,facility coverage and industrial development,Under the present situation of the regional linkage development,analyzing the problems that exist and will face in the construction of the Heilongjiang pilot free trade zone and propose specific and feasible solutions to these problems.The solutions include setting up four mechanisms: factor linkage mechanism,industrial linkage mechanism,regional cooperation mechanism and operation guarantee mechanism.And four paths were established,too: optimize the regional economic and trade pattern,coordinate the regional spatial layout,innovate the Sino-Russian cooperation model,and improve the external environment of the Pilot Free Trade Zone. |
