For its location is very close to the Zhoushan Islands District, so that theZhoushan Islands District is facing new challenges and opportunities.After the analysis of this situation, in order to accelerate the construction of a FreeTrade Zone in Zhoushan area, through the use of data collection, literature review, caseanalysis and inductive analysis method,this article has made a compare in some typicalFree Trade Zones. Combing their development law and mode of operation, summarizedthe experience of its development, while using SWOT method to analysis the conditionsfor the establish of Free Trade Zone in Zhoushan area were to explore the similarities anddifferences in building a FTZ in Zhoushan and in the developed areas in the world. Therejust has obtained a conclusion that Zhoushan should make a dislocation development withShanghai for they have a similar location, and based on this, the corresponding pathpolicies and strategies and related methods have been proposed.
