Research On The New District Construction And Experimental Free Trade Zone Of Zhejiang Zhoushan Islands

At present, in a real sense, we only have one free port city working as a global hub, that is Hong Kong. But Hong Kong mainly serves the economic development of Southeast Asia, and the Pearl River Delta of China, while the long coastline from Fujian Province to the northeast of China needs at least one free port city to play the role of global resource flows and integration. Zhoushan is located in the junction of the gold coastline and the Yangtze golden waterway in east China with its back to the vast economic heartland of the Yangtze River Delta, serving as a main maritime gateway at the east coast and the Yangtze River of China to the world, extremely prominent as a gateway connecting international and domestic resources, the two markets and node. It has extremely rare deep-water resources, and the favorable conditions of building world-class hub of bulk cargo, catching the high attention of China Central. At the aspects of marine economic development, "One Belt and One Road" and "Jianghai Intermodal Center" building, and Zhoushan itself also very good momentum of growth. Thus, this paper explores the meaning of building a free trade zone according to the latest development of Zhoushan Islands New Area.After making analysis of this situation in this article, with the main purpose of expediting the construction of Zhoushan free trade zone, with the use of data collection, literature review, case study and inductive analysis, through the introduction of foreign typical free trade zone, and based on the opportunity of my usual work and investigation, to make analysis of the six comprehensive preservation zones, sorting out the concept and mode of operation, summarizing the experience of developing free trade zone, meanwhile,to make analysis of the feasibility of establishing a free trade zone in Zhoushan Islands New Area from the positioning, the objective conditions, the main types of bonded goods and other aspects, proposing appropriate path, relative key tasks and policy measures as well as regulatory mechanisms and institutional innovation of free trade zone of Zhoushan Islands New Area.
