Research On Optimizing Tax Services Of Shangrao City At The New Phase

The report of the 19 th National Congress of the Communist Party of China points out that it is necessary to "transform the functions of the government" and accelerate the "construction of a service-oriented government satisfactory to the people".In the new era of increasingly prominent "service-oriented" function of the government and increasing taxpayer's sense of ownership,tax policy,as an important means of macroeconomic control,is bound to meet new challenges and changes.More attention will be paid to tax service,which will play a more important role in helping the real economy and optimizing the business environment.In 2018,the CPC Central Committee and state council made the province and the following major deployment,the merger of the land tax institutions with the province and the national tax,land tax institutions merger,tax services to integrate resources,a significant change in tax collection and administration system and tax services structure,new characteristics to meet the demand of the taxpayer,the tax service is a new challenge to lay the foundation.In the face of new challenges brought by the "new situation",the state administration of taxation has been carrying out the "spring breeze action for the convenience of the people in handling tax" for five consecutive years since 2014,launching a series of measures for the convenience of the people in handling tax,shortening the process of handling tax,simplifying tax-related information,enhancing the satisfaction of taxpayers and enhancing their sense of gain.The country's tax system is actively developing the application of information technology such as "Internet" and "big data",promoting the in-depth integration of tax payment services and information technology,broadening the channels for people to handle tax,adding new media services,and optimizing the experience of taxpayers.This paper mainly through the study of shangrao city tax service status,comprehensive organization reform after the new situation,new characteristics,to further improve the tax service countermeasures and Suggestions.In this paper,the existing domestic and foreign tax service research results are reviewed and combed to consolidate the theoretical basis.Then through field investigation and questionnaire survey methods such as,from the tax officers,natural person,tax-related intermediary tax service present situation,through the analysis of tax policy environment,tax services,training and publicity,online tax software,and other tax-related links taxpayer satisfaction,yiyang county,find out the current problems ofthe tax service.Finally,based on the existing advanced practices and experience in Beijing,Shanghai,shenzhen and other places,this paper puts forward some targeted measures to improve personnel allocation,technology development,equipment application,satisfaction evaluation and system improvement.
