Study On Fixed Assets Management Of Dalian Aids To Navigation Division

For a long time,the management of state-owned assets by the government-affiliated institutions in China faces many problems,such as ambiguity of authority and responsibility,imperfect of system,and defected laws and regulations.To address these problems,Chinese government initiated a reform in these institutions,which also encountered many difficulties by far.In the report of the 19th National Congress of the Communist Party of China,it is proposed that "to guarantee the interest of the state-owned assets,the reform of the government-affiliated institutions shall be accelerated,the distribution of state-owned assets shall be optimized,the state-owned assets shall be maintained and increased in value,and the state-owned capital shall be strengthened and improved in quantity,effectively prevent the loss of state-owned assets."In the context of this report,it is of great significance to combine the reform of state-owned assets with the construction of state-owned economy and the reform of the government-affiliated institutions,establish a scientific,efficient,fair and reasonable state-owned asset management system.In the present study,the Ministry of Transport of the Navigation Guarantee Center of North China Sea,Dalian AtoN Division was selected as the research target.A systematic analysis was performed on all aspects of the fixed asset management system,and aims to explore solutions to practical problems faced by the Dalian AtoN Division and regulations suitable for the current stage.Based on the theory of public management and economics,this paper uses field research method,literature research method,comparative analysis method,case study method,qualitative research method,quantitative research method etc.,to expound the current status of fixed asset management of Dalian AtoN Division.Discussed the problems faced by the office in fixed asset management and the reasons for these problems.From three aspects,such as the scientific aspect of strengthen the fixed asset management,improving the efficiency of the fixed assets management department,and improving the fixed asset management system,the paper proposes strategies and recommendations to improve the fixed asset management of the Dalian AtoN Division.This study provides practical management methods for fixed assets management.
