Research On The Countermeasures Of Recycling Transformation In Industrial Parks Based On The Survey Of Enterprises' Willingness

Industrial parks are set up to promote the development of local economy.It's not only gathering various factors of production,but also the concentration of resources and energy consumption.Over the past 40 years of reform and opening up,industrial parks established in various parts of China have indeed played a huge role in stimulating national economic growth,promoting urbanization and promoting employment.However,due to extensive development mode,large consumption of resources and energy,neglect of environmental governance and so on,the resources become scarcer and scarcer and the ecological environment is getting worse and worse.Therefore,it is urgent to change the development mode from extensive to intensive and especially to develop the circular economy.The circular transformation of industrial parks is also under this background.The 12th Five-Year Plan and the 13th Five-Year Plan of China have both mentioned the need to promote the recycling transformation of various industrial parks.While scholars at home and abroad have done a lot of research on how to promote the recycling transformation of industrial parks from different perspectives,there is little analysis from the willingness of the enterprises involved in the transformation.From this point of view,this paper will explore the enterprises' willingness of participating in recycling transformation in industrial park and also its influencing factors.Finding out the positive and negative factors,and then use the "tangible hand" of government regulation to effectively guide and standardize the transformation.So as to improve the enthusiasm and initiative of enterprises to participate in recycling transformation and better guide other parks to carry out recycling work.This paper mainly combs and studies the following four aspects:the relationship between government regulation and enterprises' recycling transformation,the measurement for enterprises' willingness of recycling transformation in industrial parks,the analysis of influencing factors for enterprises' recycling transformation under the theory of planned behavior,and the suggestions to improve enterprises' willingness of participating in recycling transformation.This paper combines theoretical analysis with empirical analysis.It takes printing and dyeing enterprises in Shaoxing Binhai Industrial Park for an.example.It draws conclusions by the questionnaire survey,the establishment of measurement model,and the logistic regression analysis.Firstly,this paper puts forward a model for influencing factors of enterprise's willingness of recycling transformation and then gives a preliminary hypothesis:the willingness to participate in recycling is mainly determined by three main variables:behavior attitude,subjective norm and perceived behavior control.Among them,the behavior attitude of entrepreneurs is determined by four factors:the production efficiency of enterprises,production cost,product market competitiveness and the environmental protection reform pressure.Subjective norms are influenced by four factors:government guidance and support,pressure from the media and public,peer participation,supervision pressure from the Industry Association and so on;Perceptual behavior control is influenced by institutional policy arrangement,technological standards,enterprises' capital status and professional knowledge of entrepreneurs and so on.Secondly,through the analysis of binary logistic regression model,it is concluded that three variables:the production efficiency,the government's propaganda,guidance and encouragement and the degree of perfection of policies and regulations are positively correlated with the enterprise's intention of recycling transformation;and other three variables:the production cost,the complexity of the transformation process and the lack of enterprise's own funds are negatively correlated with the enterprise's intention of recycling transformation.While,no correlation was observed between other variables.Finally,this paper gives four pieces of specific recomendations from the perspective of government regulation:government propaganda and guidance,system improvement and standardization,technology promotion and cultivation,and financial support.
