Over the years,Chinese urbanization development pattern is relatively extensive,many towns can't keep balance between industrial development and urban function,the industry can't develop normally,and humans' demand of urban functions has been ignored.And development zone as one of the pattern of Chinese urbanization,the partition planning ideas and the act of pay attention to the influence of the development of industrial economy excessively result in serious lack of supporting development zone urban function,excessive separation of production and living space of employment.It is difficult to attract high-quality talent,and the industry can't develop normally.Therefore,it is an effective way to solve the above problems for development zones to accelerate the transformation from a single production park economy development pattern to a comprehensive urban economy development pattern.In recent years,Nanjing has also proposed to take the road of integration of industry and city.However,because the previous development planning of the development zone did not take into account the needs of industry-city integration development,it is difficult for the development zone to reach the state of industry-city integration development spontaneously,and some regulatory measures are required.Land has the bearing function and it is the carrier of industrial and urban functions.The use of land control means can greatly influence the industrial development and urban function construction.Therefore,land control can be regarded as an effective way to control industry-city integration development of development zones.Therefore,this paper selects nine typical development zones in Nanjing as the research object to study how to carry out land regulation to promote the industry-city integration development of development zones.First of all,this paper sorts out the relevant studies to understand the current research status.Secondly,on the basis of understanding the current research status,the relevant concepts are defined and the theoretical basis for this research is sorted out.Then,summarizes development experience of industry-city integration zones,analysis of "industry ","city" interactive mechanism and the influence of land regulation in which found mainly by the quantity,structure and layout of land supply,,thus influence result in integration development of industry and city;Then,produce evaluation system from the industrial development and urban function,the comprehensive evaluation method based on gray correlation analysis and comprehensive evaluation method.Based on the result of evaluation,we found there are slight difference of the ranking,showed that the index system is effective;Then,this paper analyzes the factors which affect industry-city integration strongly,and clustering the Nanjing development zones by the fuzzy c-means clustering.Nanjing High-Tech Development Zone,Jiangning Economic Development Zone and Nanjing Baixia District Economic Development Zone need to raise quality.Nanjing Economic Development Zone needs to complete urban function.Nanjing Yuhua District Economic Development Zone and Nanjing Pukou Economic Development Zone need to promote residential function.Nanjing Liuhe economic development zone,Jiangsu Lishui economic development zone and Jiangsu Gaochun economic development zone need to strengthen industry development and urban function;Finally,this paper has made the land regulation system for Nanjing development zones and has provided policy suggestions.
