This paper has drawn on the mode of operation and management of the integration of regional regulation and control experience of cities of Hangzhou and Xiamen, through the status analysis of a grid operation and management of the regional integration of regulation and control mode, from the point of organization, personnel development and business process to summarize the existed problems in the grid mode of operation and management of the regional integration of regulation and control in the implementation of organizational system, and put forward build suggestions, proposed the security system build thinking, identified the type of potential risks, constructed the risk assessment model that based on Bayesian network,provided the corresponding risk control strategy, explaining the optimization need for safety management system, improved security management measures and the risk of warning and response capacity rate for the grid operation and management of the regional integration of regulation and control mode, enhanced the security management of the grid operation and management of the regional integration of regulation and control mode.
