Research On The Structure Features And Evolution Of Chinese Poverty Alleviation Policy Network

Poverty is a special social phenomenon and a problem that has affected social wellbeing throughout history,and its solution requires long-term efforts.From the development of the literature on poverty research in our academic community.In the 1980 s,attention was paid to the recognition and measurement of poverty,and as poverty research deepened,macro-oriented research on poverty reduction strategies,policies and institutions gradually developed and matured,and progress was made at the micro level of the study of the behaviour of poverty reduction subjects and objects.However,few studies have explored structural changes in poverty alleviation policy networks from a meso-organizational perspective,and there are no clear quantitative methods for measuring the functioning of power in poverty alleviation policies.In this paper,we analyze the structural changes and development trends of poverty alleviation policy networks between 2001 and 2017 by building a corpus of poverty alleviation policies,using social network analysis as an analytical tool from the perspective of structural analysis,and using overall network analysis,individual network analysis and visualization to explore what kind of interactive structure the organizational relationships under the implementation of poverty alleviation policies are embedded in,and how the evolution of functional content of poverty alleviation policies affects the development of poverty alleviation policy networks.The empirical results indicate that largely the formation of a poverty alleviation policy network is affected by many factors including social,economic,technological development,and poverty alleviation policy content.First,overall complexity and synergistic evolution of poverty alleviation policy network structures.Second,transforming the relationship between subjects of poverty alleviation policy networks.There is a complex imbalance in the status of subjects,with government departments at the heart of the hierarchy tending to be fixed,with more control over resources and more concentration of power.Third,a clear division of labour between party and government in the poverty alleviation policy network.Fourth,the poverty alleviation policy network is structured in a diverse participatory pattern,expanding size of core impact sectoral groups for further development of poverty reduction efforts.Last but not least,Poverty alleviation policy tools demonstrate our country’s experience and attempts in poverty alleviation,while the close attention paid to the targets of poverty alleviation reflects the importance and support given to different poor groups.At the strategic level of optimizing the poverty policy network in China,it is necessary to promote the active adaptation of the poverty policy network to the complexity of poverty governance and to establish an institutionalized and regularized poverty policy network on the basis of the existing one.At the same time,the professional poverty alleviation function in the policy network should be tapped to stimulate new increments and contribute to the better implementation of the poverty alleviation policy content,and to adapt to the new challenges of the poverty alleviation policy network arising from the relative poverty problem.
