A Study On The Implementation Bias Of Precise Poverty Alleviation Policy

With the modernization of National Governance Capability and governance system,the governance of rural poverty in China has changed from "Flood Irrigation" to "precision drip irrigation".In 2013,President Xi Jinping first put forward the concept of "precise poverty alleviation" during a research trip to Xiangxi in Hunan Province.Since the implementation of the policy of precision poverty alleviation,the vast rural areas of China have made remarkable achievements in the control of poverty.However,there are still a lot of factors that hinder the implementation of the precise poverty reduction policy in the realistic context,which make the effect of some policies deviate from the original policy goal and affect the effective promotion of the precise poverty reduction policy.In order to win the battle against poverty in time,fully realize the Xiaokang,and solve the realistic predicament of the precise poverty alleviation policy in the local area,relevant research should be carried out.Under this background,this paper uses the case analysis method,selects the typical poverty-stricken villages in the poverty-stricken counties as the fieldwork sites,and conducts in-depth Investigation and research on the implementation of the precise poverty-alleviation policy,with a view to insight into the precise poverty reduction policy in the local area of the implementation of the plight,find out the root causes of the plight,and put forward targeted countermeasures.First of all,the paper introduces the research background and research significance of this topic,through reading the relevant classic literature,a comprehensive overview of the domestic and foreign research on rural poverty control status,the study has the possible innovation and deficiencies.Secondly,the core concepts involved in this paper are defined,and comb out the stakeholder theory and development-oriented social policy theory as the theoretical support of this study.Thirdly,it systematically introduces the status quo and effect of the implementation of the policy of precise poverty alleviation in z village,and expounds the basic reality of Z village,through participatory observation,unstructured visit and field survey,etc.,an in-depth survey was conducted on the Policy Implementation of Z village in three major areas,namely,"identification of poverty alleviation targets","implementation of poverty alleviation projects by sending people to villages" and "arrangements for poverty alleviation projects",in order to understand how Z village in the implementation of precision poverty relief is to solve the "who to help","who to help" and "how to help" problems and the implementation of precision poverty relief policies achieved what results.Thirdly,the paper uses stakeholder theoryto analyze the causes of the policy implementation bias in three aspects: The identification of poverty alleviation objects,the assignment of poverty alleviation personnel and the arrangement of poverty alleviation projects.Finally,through the use of development-oriented social policy theory to reflect on the implementation bias in Z village,draw on the development-oriented social policy theory in the treatment of rural poverty scientific experience and practice,in this paper,the author puts forward some countermeasures and suggestions to correct the deviation of the precise poverty alleviation policy in the local society.From the systematic analysis of the deviation in the implementation of the precise poverty alleviation policy in the representative poor villages,Z village of Anqing,Anhui Province,we can get some effective experiences which can be extended to other local villages.It includes the following aspects: paying attention to medium-and long-term strategic planning,building a multi-dimensional dynamic identification mechanism,calling on social organizations to participate in rural poverty alleviation,and correcting the values of the executive body of the policy;Strengthening the technical guidance and increasing the participation of the poor households in the policy of precise poverty alleviation.This study will help to make up for the deviation in the implementation of targeted poverty reduction policies,promote the better "KalanchoePinnata" of targeted poverty reduction policies in the rural society,and drive the poverty-stricken population to realize the sustainable poverty reduction on schedule,it has certain theoretical and practical significance.
