Since the reform and opening up four decades ago,China has experienced the transformation of its economic growth pattern and the transformation of its growth momentum.In the modern era of rapid economic development,science and technology are the primary productive forces.The improvement of technological progress and innovation capacity not only leads to the improvement of production efficiency,but also reflects the rise of the country's overall strength.With the geographical distribution of economic activities,industrial agglomeration has become an important feature of economic growth.Regional innovation is the primary driving force for regional development,and industrial agglomeration and regional innovation have become important ways to improve economic quality in China.This paper investigates the relationship between high-tech industry agglomeration and regional innovation capability,analyzes the relationship between industrial agglomeration and regional innovation,and analyzes the influence mechanism of industrial agglomeration on regional innovation,as well as the influence of industry heterogeneity and regional heterogeneity on the path mechanism.This study has important policy implications for China's high-tech industry to optimize its industrial structure and reshape its spatial distribution.On the basis of relevant research,this paper systematically analyzes the influence mechanism of high-tech industrial agglomeration on regional innovation.Taking the high-tech industry as an example,this paper discusses three aspects: first,the influence of high-tech industry agglomeration on regional innovation,and verifies whether the high-tech industry agglomeration has a positive effect on regional innovation;Second,it makes an empirical test of the theoretical mechanism and verifies the transmission mechanism path of industrial agglomeration's influence on regional innovation.Thirdly,considering the heterogeneity of high-tech industries in different industries and regions,the paper discusses the influence of different industries and regions on regional innovation ability and the difference of mechanism effect.In the empirical analysis part,in order to investigate the relationship between hightech industry agglomeration and regional innovation capacity,and ensure the integrity of data and consistency of data caliber in the empirical link,the inter-provincial data of high-tech industry from 2006 to 2015 were selected to analyze the model.In the determination of concentration index,according to the classification of the high technology industry statistical yearbook statistical practice,could be divided into five industry and high technology industries are pharmaceutical manufacturing,aviation aircraft manufacturing,electronics and communications equipment manufacturing,electronic computer and office equipment manufacturing,medical equipment and instrumentation manufacturing,according to the existing research results,the standard of such industry division of empirical research,measure out the complete degree of industry agglomeration is higher also.The generalized least square method(GLS)random effects panel data model is used to firstly examine the impact of high-tech industry agglomeration on regional innovation,and then to study the difference of the impact of sub-industry and sub-region agglomeration on regional innovation capability by using the data of subdivision of industry and sub-region.The last part is the inspection mechanism of cluster innovation theory,analysis of whether the high technology industry through labor productivity effect,growth pole effect,economies of scale,knowledge spillover effect of five positive promoting effect on regional innovation,and the industry division and mechanism of the inspection points region,to explore the path to the affected areas in different industries and different mechanisms.The empirical results show that the high-tech industry agglomeration of regional innovation ability have a significant positive effect,and industrial agglomeration effect on regional innovation capacity will be due to the differences of different industries and different,by comparing divisions empirical results found that the medicine manufacturing,electronic and communication equipment manufacturing industry,medical equipment and instrumentation manufacturing agglomeration of regional innovation promoting effect significantly,aviation aircraft manufacturing and electronic computer and office equipment manufacturing industry agglomeration of regional innovation have obvious promoting effect.The empirical results by regions show that industrial agglomeration in east,middle and west of high-tech industries has a positive impact on regional innovation,among which the positive impact of agglomeration in western regions on regional innovation is more significant than that in east and central regions.In chapter Three,the mechanism test shows that the agglomeration of high-tech industry has a positive promoting effect on regional innovation through the labor productivity effect,pole effect,economies of scale effect and knowledge spillover effect,and the path influencing mechanism of different industries and regions is different.Based on theoretical analysis and empirical research,this paper puts forward corresponding policy Suggestions on how to improve regional innovation capability by optimizing industrial structure and adjusting the differential layout of high-tech industrial clusters.Make full use of high-tech industrial agglomeration on regional innovation play a positive role,scientific and reasonable guide the industrial concentration,industry overall development as a whole,avoid unbalanced regional innovation ability,adjust measures to local conditions,optimize the industrial structure,promote regional innovation ability,kinetic energy,creating regional development advantage of high-tech industrial agglomeration regions implement differentiation policy provides relevant theoretical basis.In this paper,we study the innovations in mechanism research level,previous studies more than a single perspective,and from this study comprehensively analyzes the industry agglomeration effect on regional innovation mechanism,and related theoretical mechanism are verified,in addition,considering the influence of the heterogeneity of industry and regional heterogeneity,different industries and different parts of the agglomeration effect on regional innovation ability to promote the differences.There are obvious differences in technology composition and resource endowment among different industries in high-tech industry,and there are also great differences in the influence of different industrial agglomeration on technological innovation.It is helpful for policy makers to implement differentiated policies in the process of formulating industrial plans or implementing regional innovation policies to investigate the industry heterogeneity of regional innovation caused by industrial agglomeration.Different regions have different innovation environments and economic development levels,different regions have different functions and responsibilities in the innovation process,and different ability of knowledge and technology diffusion and absorption in the cluster.Different agglomeration policies should be implemented for different industries and regions within the high-tech industry so as to maximize the positive externalities of agglomeration on regional innovation promotion.
