In recent years,talents are becoming increasingly important as the world plunges into a cyclical slowdown worsened by the rise of geopolitical uncertainty and U.S.trade unilateralism.To some extent,the war for a dominant position in the world has turned into the war for talents.A variety of organizations have invested a great deal of resources in the study and application of theories,policies,systems,cases,tools and methods involving the selection,development,employment and retention of talents.The qualification management system is a typical representative of such investment as a employee competency management tools.As a state-owned military enterprise,Company J not only needs to survive from the turbulent international economic environment,but also facing the background of the reform of state-owned assets and enterprises,deepen the military-civilian integration and improve the reform of staffing system in army.However,it’s never an easy task for Company J to fight in a fierce competition,since its strength is inferior to the defense enterprises owned by central government and its system is not as flexible as private defense enterprises(civilian contracting).Moreover,the siphon effect of new first-tier cities(e.g.Chengdu)and its rapid growth in more than a decade have posed a huge challenge to human resource management.It is increasingly difficult for Company J to introduce,train and retain talents as before.In the face of challenges and difficulties,Company J still launched the “351” strategy,the integrated product development(IPD)program and the reform based on incremental performance management,so as to stimulate internal driving forces,release development vitality,gain incremental sales from market and promote development through increment.In this context,it is imperative for Company J to build a qualification management system for improving employee capability,so as to achieve its strategic goals,optimize human resource management,reform employee training and improve employee capability.This thesis first summarizes the status quo of theoretical and applied researches on qualification management by literature review,including the theories and methods for qualification management.Next,the problems in human resource management of Company J are analyzed by means of questionnaire survey,employee interview and data analysis to explain the necessity and feasibility of building a qualification management system in Company J.Based on the problems and theories about qualification management,a range of key tasks(e.g.build channels,set standards and design certifications)are completed by questionnaire surveys and interviews with iconic figures to set up a framework of qualification management system.At last,the way to apply the qualification management system in other human resource modules(e.g.human resource planning,recruitment and deployment,training and development,compensation and performance)is systematically designed to improve human resource effectiveness.On the one hand,the findings optimize the human resource management system of Company J,improve its management efficiency and workforce capability,and finally ensure its sustainable development.On the other hand,due to its particularity in geographical location and enterprise nature,the findings enrich the case study on theories of qualification management,create an inspirational roadmap for subsequent research in related fields and provide a valuable reference for building a qualification management system in similar enterprises.
