Abstract/Summary:
The main focus of this paper is the lack of accountability for the delivery of a basic free and appropriate education (FAPE) to students enrolled in public schools in America, with particular emphasis on schools in New York State. There are examinations of the roles the New York State Department of Education, the federal government, Boards of Education and the Board of Regents in New York State play in perpetuating a system of academic failure in public schools. Highlighted is the unprecedented New York State take-over of the Roosevelt Union Free School District located in Nassau County in New York. It is the first and only school district to be taken over by the state which is now responsible for monitoring fiscal mismanagement and abject student failure in the Roosevelt Public Schools.
