Abstract/Summary:
This thesis examines the use of a Bayesian framework in competition policy for abuse of dominance by predation and exclusive dealing. I consider theoretical, empirical, and practical concerns about enforcement to create a test that is appropriate, under a Bayesian standard, for each action. I find that a structured rule-of-reason is appropriate to use for both predation and exclusive dealing, due to its ability to minimize costs and errors to the degree required by my established priors. The policies formed in this thesis are closely related to those used by modem antitrust authorities, though there are some differences.
