Abstract/Summary:
The purpose of my research was to explore the historical, existing, and potential conflicts between Cowichan Tribes and Canada Mortgage and Housing Corporation (CMHC) with respect to the administration of housing agreements. Through identifying the nature and source of these conflicts, Cowichan Tribes has an opportunity to view these conflicts from a different perspective and, thereby, possibly reduce, manage, or resolve these conflicts. The questions posed in my research follow: (1) Do conflicts occur between Cowichan Tribes and CMHC in the administration of housing agreements, and if so, what is the nature and source of such conflicts? (2) Do conflicts occur within the Cowichan Tribe community when the community is involved in managing houses funded by CMHC? How do the responsibilities for managing houses have an impact on the community generally, and specifically, what is the impact on residents of such housing? (3) Are there significant differences between CMHC and the Cowichan Tribes in their respective styles of housing management? If there are such differences, are they grounded in the beliefs, values, and cultural norms of each, and if so, what are those differences and how do they affect those involved (the Tribes, the community, residents, and CMHC)?
