Casper needs firm water supplies for its municipal needs when faced with a dry year. Various alternatives were studied by Casper with the help of state. This study has investigated yet another alternative. Agricultural water can be used for municipal drought insurance by diverting agricultural for municipal needs in low supply years. This is found to be much more economical than the project recommended by Casper.
