Study On The Industrial System Of Reusing Municipal Water In Our Country

Water reuse will be the most important measure to solve the water crisis and sustain the benign development of water resource. In our country, though the research on water reuse has started early during the "sixth five years" main science and technology research project, it is still in a low level of development. The technical obstacle may be one reason, but the most important reason is that the government hasn't paid much attention to the industrial system. Basing on the present conditions, the obstacles and future targets on water reuse in our country, learning superior experiences from the developed countries, this paper will propose some suitable industrial policy according to the market character, the whole development aim and the different water reuse sub area:(1) Investment system: At present, it will mainly depend on the government-invest, but should decrease the investment of central government, increase the proportion of local government, use "TOT" to raise more capital, use" operate commission" to decrease expenditure, use "BOT" model to broaden the investment channel.(2) Price system: Using "bidding gambling ", this paper investigate on the acceptable price between reusing municipal water and tap water in Beijing and Chengdu, the result is that the acceptable price of reclaimed water is mainly effluence by tap water price and risk of water reuse, less effected by education and income:Preciaimed= Ptap +0.119Edu-2.088Risk +2.377 (beijing area)At present, the price of reuse water can only be at a low level. With the development of ecomic, we must increase the price to a reasonable level step by step.(3) Sanction mechanism: In the water deficit area, water reuses should be brought into whole system of water resource so the balance of water quantity should also be made out renewably, and water limitation should be formulated strictly; for the users using lief reclaimed-water, allowance line should be added gradually by some favorable policies such as increasing price difference of tap water and reclaimed water, exempting from sewage treatment fee, and reducing revenue; for the users who exceed the most optimum dosage and still use tap water, penalty mechanism should be established firmly, and penalty line unit excess eater can be amended and computed referring to the following formula:damage caused by water crisis)(4) government control system: The reform of government control institution should be quickened, and water reuses should be controlled united by bringing into whole system of water resource; water reuses' running should be ensured by reinforcing operation right and price control and founding cost compensate mechanism; reinforcing control of water quality safety insure public health; strengthening public education and consumer control insure popularization of reclaimed water. Only by these ways can we realize the industrialization aim of water reuse in our country and then relax the incoming water crisis and promote the benign recycling of water resource.The study will benefit the industrial mechanism of water reuse in the future, and at the same time benefit the benign opreation of wastewater treatment.
