Abstract/Summary:
The management of horizontal asset portfolios containing non-highway pavement and roofing assets is challenging due to their varying deterioration rates, which depends on the various internal and external factors they are subjected to. The objective of this study is to identify the determinants that are required to conduct a first order assessment of horizontal asset portfolios, to develop a data collection framework that collects information about the identified determinants, and as a proof of concept illustrate how analytical models can be created using the identified determinants. The results of the study illustrates how a first order assessment of horizontal assets can provide a brief overview about the assets contained in the portfolio at lower cost and resource requirements when compared to the traditional project level assessment method. Additionally, the first order assessment method enables the creation of analytical models that can serve as important decision support tools with regards to the management of horizontal asset portfolios.
