Has this program enabled the workers at the now closed Birds Eye Food plant in Fulton New York to reclaim their lost wages in new career fields? I sent surveys to 70 workers at the plant approximately two years after the plant closure to discover if this program has been successful in enabling these dislocated workers the reclaim their former earnings. I discovered that although many workers utilized the program to finish certificate and associate degree programs, few were able to reclaim their previous earnings. Although workers were able to train for new careers, entry level wages for these industries could not match previous manufacturing earnings.
