Analysis Of The Efficiency Of Water Resources Utilization And Influencing Factors In Guangdong Province

Water resource is crucial and fundamental for people's survival and the development of social and economic.In this paper,the DEA-SBM model is used to measure the efficiency of water resource utilization in the 21 cities of Guangdong Province from the year 2005 to 2018.Based on the obtained results,the time dimension and individual dimension are used to analyze the time development trend.The Tobit model is used to analyze the impact of economic scale,industrial structure,urbanization,the degree of water-saving and water price on water resource efficiency The following conclusions can be drawn: Firstly,from the horizontal time dimension of water resource utilization efficiency: since the implementation of the Interim Measures for the assessment of the strictest water resource management system issued by the people's Government of Guangdong Province in 2012,the water resource utilization efficiency of Guangdong Province has not been improved,but shows a downward trend.Taking the water resource utilization efficiency as the dividing point,the water resource utilization efficiency of different cities in Guangdong Province is obviously different.Secondly,from the perspective of individual dimension of vertical samples of water resource utilization efficiency,there is a significant difference in water resource efficiency among cities in Guangdong Province.The value of water resource utilization efficiency can be divided into three categories,including the high efficiency level of Zhuhai,Dongguan,Shenzhen,Shaoguan,and Guangzhou,Foshan.It can be seen that there is no economic development level and no tight relationship between water resource utilization efficiency and economic development.Thirdly,from the regression results of influencing factors,it can be seen that the actual GDP,industrial output value,agricultural industry,urbanization rate,10000 yuan GDP water consumption and water price have a significant impact on the utilization efficiency of water resources.Among them,the scale of economic development is positively related to the change direction of water resource utilization efficiency,and it can be concluded that the actual GDP has a positive impact on water resource utilization efficiency;the industrial and agricultural output value in the heavily waterconsuming disaster area is negatively related to water resource utilization efficiency.In Guangdong,agriculture and industry are large water users,while the most urgent agricultural irrigation water utilization rate is relatively low,especially the traditional one.At the same time,it also causes a lot of waste of water resources,and also causes certain pollution,which makes the gap between the utilization efficiency of water resources and the optimal utilization ratio larger;the promotion of urbanization will promote the utilization efficiency of water resources;the water consumption coefficient of 10000 yuan GDP is negative;the change direction of water price is positive with the change direction of water utilization efficiency Relevant.Based on the above conclusions,this paper puts forward the following suggestions: Firstly,all cities should reasonably adjust the industrial sector water use,according to the overall strategy and industrial policy of the country,vigorously develop industries with relatively high technology content,and reduce the enterprises with large consumption of water resources,high discharge of waste water and lack of technological advantages of recycling water resources.They should continue to transform water supply and consumption facilities such as agriculture,improve the efficiency of farmland irrigation,and eliminate high pollution and low efficiency pesticide and fertilizer;Secondly,The cities should pay attention to the urbanization development idea of quality improvement in all aspects,so as to promote the comprehensive allocation and efficiency of urban water in Guangdong Province.At the same time of improving the quality of urbanization development,we should give full play to the endogenous scale and intensive effect of urban water use,so as to improve the comprehensive utilization efficiency of water resources;Thirdly,water pricing should be mainly based on the supply and demand of water resources,according to the market pricing model and principle,to ensure that the main body of water supply can make appropriate profits,improve the price of water use,implement step pricing,and promote the utilization efficiency of water resources To improve.On the other hand,strengthen the macro-control function of the government on the water resources market,clarify the property rights of water resources and the rights and obligations in the process of water resources development and utilization,strengthen the construction of water resources utilization assessment mechanism,and promote the water resources management personnel to continuously improve the level of water resources utilization and management.
