The development of renewable energy has become the core content for countries to promote energy transformation and an important way to deal with climate change.Driven by policy guidance and technological progress,the development of renewable energy,mainly in the field of electric power,has been expanding.A lot of investment is allocated to renewable power projects,and more alternative projects are reported to the decision-making level of the investor.On the one hand,due to resource constraints,the investment subject must have the ability to choose the optimal project portfolio for investment,and portfolio selection of alternative projects is an important decision-making ability.On the other hand,with the opening up of energy investment and the influence of market-oriented policy factors,the commodity attributes of renewable energy power are gradually restored,the benefit space of extensive investment is compressed,and the investment environment puts forward higher requirements for investment decision-making and management.It is necessary to establish a scientific and effective portfolio decision framework for renewable energy power projects.In this article,through the study of the decision-making mechanism and decision-making methods and models,the application and improvement,optimize the project portfolio decision-making process,build a suitable for renewable energy power project portfolio decision-making framework of decision-making:first,through to the renewable power industry development situation of the research and the analysis of the key factors influencing investment,consider different project output efficiency have the features of heterogeneity and portfolio decision,build a suitable evaluation index system,to evaluate investment potential of a single project.Triangular Intuitionistic Fuzzy Numbers are introduced to deal with the fuzzy uncertainty of index attribute values.Subsequently,based on the fact that the renewable energy power industry is in a period of rapid development and the investment environment is changing rapidly,in order to reflect the changes in the importance of indicators in different periods and give play to the experience of decision-makers for evaluation,the paper proposed to use the subjective and objective evaluation model based on entropy weight method and PROMETHEE-II to sort and screen the alternative projects.Then,improved Weingartner optimal selection model,through the project synergies between incremental benefits added to the objective function,increase the force construction constraints,built is suitable for the renewable energy power project portfolio selection of 0-1 integer programming mathematical model,and discusses the feasibility of using genetic algorithm to solve.Finally,an example is given to demonstrate the operational flow of the framework and verify its effectiveness.This paper focuses on the practical problems of the investment subject in the portfolio selection decision of renewable energy power projects,and carries out innovative research mainly from the following aspects:First,starting from the strategic objectives and business value orientation of the investment subject,it establishes an evaluation index system suitable for the portfolio decision.Secondly,the fuzzy uncertainty decision information is quantified by the Triangle Intuitionistic Fuzzy Number,which is convenient to apply the range decision information and the experience of the decision maker to the decision making.Third,through the combination of subjective and objective methods and the application and improvement of the model,a decision-making framework that can be embedded into the engineering management process of renewable energy power projects is formed for the selection of project portfolio.Therefore,this paper has certain theoretical value and application value,which can provide the basis and support for the investment subject to make investment decision.
