Forest resources as the key link of China's green economy transformation,is basic and special status, the emphasis on ecological civilization, under the historical background of forest resources protection, especially the natural forest resources protection project, the implementation of the full stop forest commercial cuts, etc.,to push the forest resources protection to new heights. To what extent have China's forest resources been protected since 2010,when the concept of green development was first put forward? In the process of green development, should the protection of forest resources come first? In the process of forest resource protection, countries and regions have invested a lot of human, material and financial resources. Will it play a significant role in feeding and promoting the green development of the region? When the level of forest resource protection reaches what extent will it have a significant promoting effect on regional green development? These problems need to be studied urgently. In view of this, based on the panel data of 30 provinces from 2011 to 2017,this paper first uses the SBM model to estimate the efficiency of green development at the provincial level in China.Secondly, based on the study of the concept of forest resource protection and its influencing factors, the index system of forest resource protection level was constructed, and the improved entropy method was used to measure the forest resource protection level of each province.Thirdly,a spatial econometric regression model was constructed to explore the relationship between forest resource protection level and regional green development. Finally,it puts forward four policy suggestions to promote green development. The results show that:(1)In terms of green development efficiency, from the perspective of time, the green development efficiency of 30 provinces in China is at a medium level, while the green development efficiency is slightly insufficient and the level of resource optimization allocation is still relatively low. From the perspective of space, the green development efficiency of China's provinces shows an obvious spatial imbalance, that is,"the northeast and the east are high, and the west are low".(2)In terms of the level of forest resource protection, the level of forest resource protection is increasing year by year from the perspective of time dimension. The level of forest resource protection is higher in the northeast and western regions, but lower in the eastern region. From the perspective of spatial dimension, forest resource protection level presents obvious spatial positive correlation, spatial agglomeration and spatial heterogeneity characteristics are obvious.(3)based on adjacency matrix and geographical matrix to construct forest resources protection level and the model of space durbin of green development efficiency of the empirical results show that the forest resources protection level and regional green development present a "U" type curve relationship between the efficiency,is after the first inhibition to promote relations,in the long run,the forest resources protection level there is an obvious positive spatial spillover effect;Among the control variables, environmental regulation intensity has obvious positive spatial spillover effect, and per capita GDP output value has obvious negative spatial spillover effect.Based on the above empirical analysis, four suggestions are put forward for green development:to protect forest resources according to local conditions in order to promote regional green development; To improve the protection level of forest resources in order to promote regional green development;Coordinating the balanced development of regional economy in order to promote regional green development; To improve the level of environmental regulation in order to promote regional green development.
