The five new development concepts of "innovation,coordination,green,openness and sharing" are important themes of high-quality development under the new normal of China's economy,and green development is a necessary link for China's cities to get rid of the "extensive" development path.It is understood that there is a certain degree of over-reliance on resources and harm to the environment in China's urban economic development.Therefore,evaluating the green economic efficiency of urban development,analyzing the internal relationships between the influencing factors,and finally combining the forecasting research to discuss the urban green economic development strategy has important practical significance for the city to create new economic growth advantages in the future.Based on this starting point,this paper takes 18 prefecture-level cities in Sichuan Province as the research object,and first uses the relevant data of 2008?2017 to evaluate the green economic efficiency of 18 prefecture-level cities with the SBM-DEA model.Then use the Tobit model,system moment estimation and other methods to analyze the influencing factors of the overall prefecture-level cities and urban areas' green economic efficiency,and conduct a robustness test,and use the gray prediction model to predict the future green economic efficiency trend.Finally,the development strategy of green transformation is proposed from three aspects of government governance and industrial structure,urban construction system and mechanism,and urban enterprise behavior.Therefore,this article uses the SBM-DEA model to objectively evaluate the green economy level of 18 prefecture-level cities in 2008-2017.Secondly,the Tobit model,system moment estimation and other methods are used to analyze the influencing factors of the overall green economy efficiency of prefecture-level cities and urban areas,and the robustness test is carried out.Then,the gray prediction model is used to predict the future green economy efficiency trend of prefecture-level cities.Finally,from three aspects of green transformation,put forward a detailed development strategy.The main research results obtained by the paper:(1)Increase the number of land and water resources,as well as the number of employees in water conservancy,environment and facility management,and the number of wastewater and waste gas treatment facilities to investigate environmental protection.It has formed labor input,capital,ecological environment protection,and resource input indicators and economic,ecological,and pollution output indicators,reflecting the "green" connotation of "resource and environmental efficiency" and building a more scientific Evaluation index system of urban green economic efficiency.(2)Use the SBM model of undesired output to evaluate the green economic efficiency of 18 prefecture-level cities.In general,all cities in 2008?2017 showed an increasing trend year by year,but the development was uneven.From the perspective of urban areas,Panxi City ranked first,Chengdu Plain City followed,and Northeast Sichuan the lowest,the main differences on the basic conditions from the differences among cities.(3)From the six aspects of urban social life,urban enterprise production,urban economic structure,urban government role,urban technology level and urban economic level,use the Tobit model to test the influencing factors of the overall prefecture-level city and urban area green economic efficiency,The average prefecturelevel city green economy efficiency is significantly affected by six factors,and the difference between the test results of urban areas and prefecture-level cities is mainly due to the differences in the development conditions of cities in urban areas.(4)The grey model was used to predict the green economic efficiency level of 18 prefecture-level cities in 2018?2022,and the overall trend is to maintain a slow upward trend.The three aspects of mechanism and urban enterprise behavior put forward strategies and countermeasures for the development of green transformation in prefecture-level cities in Sichuan.
