In recent years,the Chinese government has repeatedly mentioned the need to do a solid job of carbon peak and carbon neutrality.In this context,it is particularly important to uphold the concept of low-carbon green.Standing at the starting point of the new era,green development has become an important trend.The proposal of this concept can helps solve the problem of harmonious coexistence between man and nature.And applies the concept of green development to all aspects of production and life,It is conducive to the construction of a resource-saving and environment-friendly society and promotes the coordinated development of economy,society and resources and environment.For a long time,as China's economy continues to grow and people's wealth continues to increase,the ecological environment has been seriously damaged,which seriously hinders the coordinated development of economy and environment in China,especially in resource-based areas.As a typical resource-rich province and an important node city in the Belt and Road Construction,Xinjiang faces an arduous task of green development and ecological protection.In order to realize the green and sustainable development of economy,resources and environment in Xinjiang,Under the goal of "dual carbon",and combines the research on measurement methods,spatial distribution rules and factors influencing the measurement results.The development efficiency of green economy in Xinjiang is studied.Firstly,according to the data of 14 cities and cities in Xinjiang from 2008 to2019,the DEA model of undesirable output is established by using data envelopment analysis method to calculate and analyze the green economic development efficiency of each city and region in Xinjiang;Secondly,the spatial autocorrelation and spatial distribution characteristics of green economic development efficiency in each city are studied;Then the spatial panel Tobit model is constructed to explore the factors affecting the development efficiency of green economy in Xinjiang;Finally,the empirical results are summarized and analyzed,and on this theoretical basis,targeted development strategies are proposed for improving the development efficiency of green economy in Xinjiang.The results show that :(1)the overall development efficiency of green economy in xinjiang showed a fluctuating upward trend from 2008 to 2019,and green development has achieved initial results in recent years;(2)The efficiency level of green economy development in all cities and cities of Xinjiang is unevenly distributed and the trend is obviously different.The efficiency value in the north and south of Xinjiang is high,while the average efficiency in the east of Xinjiang is too low.(3)Average education level and foreign trade level have a significant role in promoting the development efficiency of Green Xinjiang,while government support has no positive effect on the development efficiency of green economy in Xinjiang.It shows that the government's relevant policies are lagging behind.The proportion of tourism income has a significant restraining effect on the development efficiency of green economy in Xinjiang,indicating that the development of tourism in this region has caused certain damage to the ecological environment,resulting in a large number of carbon emissions.In addition,energy consumption per unit GDP has a significant inhibitory effect on the development efficiency of green economy.
