With the rapid development of economy in China,problems of environmental degradation have become increasingly obvious in recent years.The weather becomes abnormal so that various rainstorm and flood disasters become gradually frequent.It directly threatens the national economy,personal life and property problems.Therefore,it is urgent to establish a water and rain situation alarm inquiry system with good real-time performance and strong interactive ability.Conventional hydrological early warning is a response mechanism in the process of flood.It is merely a report about flood disaster prevention based on the artificial observation results of the upstream hydrology department.Nevertheless,it cannot satisfy the practical requirements.With the severe expansion of works on flood control and disaster reduction,real-time response as well as early warning brings increasingly pressure to hydrological departments.Therefore,it is critical to improve the conventional monitoring and warning methods by combining information interaction technology and hydrological knowledge.As a result,the level of early warning and monitoring of water and rain situation can be promoted.This thesis proposes a reliable and stable rain warning and forecast platform,as well as a flexible and convenient handheld terminal Implementation.Through the interaction of the platform and APP,the system can effectively complete timely and accurate monitoring and early warning of rainstorm with flood,which eventually reduce the damage caused by disasters.The main contributions and innovations are as follows:(1)An excellent information forecasting software is developed based on GIS,which integrates geographic information system and hydrological analysis algorithm together.It implements a Windows desktop Implementations and forms an effective information management platform,which is convenient for prevention department to monitor and transfer the raining,river,and reservoir information timely.(2)For further optimizing the process of mountain flood disaster early warning,a handheld terminal APP is designed to improve the flexibility of work,which is corresponding to the desktop program.It transforms the passive handling of events in the past into active discovery,therefore,the work becomes efficient and can be rapidly disposed.(3)In order to improve the management level of the early-warning platform for water and rain conditions,the abovementioned two aspects are synergistically combined.Flood control personnel can view 2D data display and public infrastructure information through the system,and make corresponding decisions based on field information.
