Floods and droughts have always been a great concern to the Chinese nation,causing direct economic losses accounting for about 70 percent of the total losses from natural disasters.In recent years,local flood and drought disasters in China are frequent,concurrent and repeated,which puts forward higher requirements for flood and drought disaster prevention in China in the new era.In January 2019,the first national emergency management meeting was held,which proposed to promote the leap-forward development of emergency management informatization.In view of the scattered construction of the existing flood control and drought relief information system,the “isolated island” problem is serious,and it is difficult to meet the needs of cross-departmental information sharing and business collaboration.The current duplicated construction of information systems is serious and the level of intelligence is low.Most of the information system is for the monitoring,statistical inquiry and analysis of water and rain data.Its functions in monitoring and early warning are weak,and it is difficult to meet the daily use of the emergency management departments after the institutional reform,and can not be better applied to the emergency management of flood control and drought.Therefore,this thesis designed the situation analysis system for flood control and drought relief,which takes “big platform,big data and big system” as the idea,based on the existing water conservancy and meteorological data,and takes “one map for the whole country” as the application support platform to provide centralized and unified Web services for the emergency management of flood control and drought relief throughout the country.In this thesis,the system is divided according to functional modules,and the microservice architecture is adopted to reduce the coupling inside the system and facilitate the maintenance and horizontal expansion of the system.The thesis analyzes the system requirements in detail,abstracted the situation analysis module,risk early warning module,comprehensive data management module,system management module and data acquisition module five modules,and gives the detailed design and concrete implementation of each module.The front end of the system is developed based on Vue,and the back end is developed based on Spring Boot framework,using Dubbo as the service management framework,and Zoo Keeper as the registration center,which makes the system highly usable and fault-tolerant.Postgre SQL is used for data storage,and Redis is used to cache hotspot data to optimize system performance.A large amount of raster data in the system is processed by Geo Trellis.Since the first version of the flood control and drought relief situation analysis system was launched,it has been put into use in a total of 1082 departments of provinces,cities,and counties.It has been running steadily,providing a foundation for crossdepartmental information sharing and business collaboration,and providing information support for emergency management of flood control and drought relief.
