Research On Coastal Zone Space Control Based On Land-Sea Coordination

Coastal zone is a zone with strong land-sea interaction and frequent human activities.It has superior geographical location and abundant natural resources,which make it a gathering place for urban and rural residential,industry,port and shipping,tourism,energy exploitation and other industries.With the increase of the development activities of the coastal zone,human beings enjoy the economic and ecological value of the coastal zone,but also face a lot of environmental problems caused by the excessive development of the coastal zone.How to coordinate the relationship between economic development and ecological environmental protection in the highly developed coastal zone has become a hot topic in the current coastal zone management.This study takes the coastal zone around the Pearl River Estuary as the object.Based on the concept of land-sea coordination,this study summarizes the development status of the coastal zone space control,clarifying the problems arising from the excessive development of the coastal zone and the significance of its control.The main problems of coastal zone management around Pearl River Estuary and their causes are analyzed.Uses the theory of ecological security pattern,land suitability evaluation method,combining the resources of the ring of the coastal zone of Pearl River Estuary environment characteristics and social and economic development needs,including the topography,urban and transportation,special sea,coastal zone,special land use types and the development and utilization of other class space factors,the six categories of development and utilization of suitability evaluation index system of coastal zones,By using GIS,ENVI and other spatial analysis software,the comprehensive score of spatial control of the coastal zone around the Pearl River Estuary was obtained through the analysis method of spatial superposition,and the coastal zone was divided into strictly controlled development zone,restricted development zone,key development zone and optimized development zone.According to the overall spatial scale of the coastal zone and the spatial scale of the city,the control requirements for the above four types of zoning are put forward.First,the strict control development zones should focus on ecological environment protection,and the development activities that change the natural attributes of the coastal zone are strictly prohibited,so that the activities that do not pose a threat to the ecosystem are suitable for development.Second,restricted development zones should take measures to protect the ecological environment and restore ecosystem services,while limiting development activities that are destructive to the ecosystem.Thirdly,the key development zones can focus on the development of industries that are beneficial to local society and economy under the condition of controllable ecological environment.Fourth,optimizing the development zones should focus on optimizing and adjusting the industrial structure and encouraging the development of innovative industries.Based on the analysis of the cases of coastal zone management in foreign developed countries and the actual resources,environment and spatial distribution of the Pearl River Estuary coastal zone,several suggestions are put forward to ensure the coastal zone space control around the Pearl River Estuary.First,promote the establishment of coastal zone management laws and regulations;Second,to construct a perfect spatial planning system;Third,public participation in coastal zone management should be encouraged.
