In 2017,the 19 th National Congress of the Communist Party of China proposed that China's economy should shift from a stage of high-speed growth to a stage of high-quality development.As resource-based cities enter a new development trend,industries need to be transformed and upgraded to achieve high-quality development.Green investment is an investment activity to achieve the sustainable development goal of economy,society and environment under the condition of giving consideration to the triple surplus of economy,environment and society.It is an important path to realize the high-quality development of resource-based city industry.Therefore,under the background of high-quality development,the performance of green investment in resource-based city industry,what problems exist,and how to optimize its development path have become the hot issues.Based on the panel data of 35resource-based cities from 2013 to 2019,this dissertation constructs the performance evaluation system of industrial green investment in resource-based cities,and uses the space-time range entropy method to weight the indicators,and obtains the performance index of industrial green investment in resource-based cities.On this basis,the paper evaluates the green investment performance of 35 resource-based cities in China.The results show that: under the promotion of high-quality development,the performance of green investment in resource-based cities has been improved to a certain extent.However,the spatial distribution of industrial green investment performance in resource-based cities is not balanced.On the whole,the performance of industrial green investment in renewable cities > mature cities > growing cities > declining cities shows different temporal and spatial development trends.Relatively speaking,the overall development of regenerative cities is the best,the industrial transformation of mature cities is slow,the environmental problems left over by history are serious,the industry of resource-based cities in growing cities starts late,and they are in the state of accumulation,while the industry development of resource-based cities in declining cities has various bad problems,so it is urgent to change the direction of green investment.Based on the above conclusions,this dissertation proposes to continue to advocate high-quality development,improve the industrial green investment performance of resource-based cities,and formulate exclusive industrial green investment schemes for different types of resource-based cities.
