Study On Development Policies Of Tianjin Harbor Marine Economic Development Demonstration Area

In the 21 st century,the role of marine industry in economic growth is becoming more and more prominent.The development and utilization of marine industry has become a new issue of global concern.Marine economy inevitably promotes the strong driving force of sustainable economic growth of all countries,ushering in a new era of marine economic development.In this context,the former State Oceanic Administration proposed to set up a number of marine economic development demonstration areas nationwide to create an important growth pole for regional economic development.The National Development and Reform Commission and the Ministry of Natural Resources jointly issued the notice on the construction of marine economic development demonstration area and selected 14 marine economic development demonstration areas including Tianjin Harbor Economic Area nationwide to support the construction,so as to promote the high-quality development of regional economy.At the same time,the experience that can be demonstrated,copied and popularized will become an important support for China to implement the strategy of building a strong marine country and promote the development of marine economy.Based on the development demonstration area of Tianjin Harbor,this paper focuses on the current situation of marine economic development in Tianjin Harbor Economic Area.Based on the guidance of public policy theory,industrial agglomeration theory and sustainable development theory,this paper first combs the development status and problems of Tianjin Harbor Economic Area,and then carries out relevant policy texts on marine economic development of Tianjin Harbor Economic Area in recent ten years through quantitative analysis,the paper concludes the relevant problems of the marine economic development policy of Tianjin Harbor.Combined with SWOT analysis method,it makes a detailed analysis on the advantages,disadvantages,opportunities and threats of Tianjin Harbor Economic Area,and draws the conclusion that SO strategy should be focused on by SWOT matrix analysis.Finally,this paper puts forward practical and effective policy suggestions for the construction of Tianjin Harbor Economic Area from four aspects of industrial structure,scientific and technological innovation,talent development,ecological protection,so as to promote the rapid construction and development of Tianjin Harbor Economic Area and to build a reasonable layout,strong competitiveness of marine industry,perfect public service system and ecological sustainable development as soon as possible.The demonstration area of marine economic development with the leading and demonstration role of marine economy will further enhance the comprehensive competitiveness of Tianjin's marine economy.
