In the past ten years,the rapid development of my country's high-speed railway construction has become a beautiful national business card.Although the high-speed rail has achieved remarkable results,its achievements in operation and management have not yet been tested.How has the operating efficiency of my country's high-speed rail(project)companies changed in recent years? What are the differences between high-speed rail companies in different regions of our country? What is the reason for the difference in efficiency between different regions? In order to improve the overall operational efficiency,what should we start from? What is the future efficiency development or potential of each high-speed rail company? Based on these problems,this paper adopts the multi-period network DEA model to divide the overall operation process of my country's high-speed rail into operation sub-phases and service sub-phases,and compares and explores the differences in operational performance of different sub-phases of different high-speed rail companies in my country.This paper divides our country's high-speed rail companies into East,Central,West and Northeast regions according to different economic development regions.The multiperiod network DEA model is used to measure the total efficiency and sub-phase efficiency of each year from 2014 to 2018,and analyze the change trend of efficiency in different regions to find out ways to improve efficiency.Then this paper calculates the overall efficiency level of each high-speed rail company in five years,and gives the efficiency ranking of high-speed rail companies.Finally,using the efficiency change value(MPI index)and the five-year overall efficiency to construct the operation decision analysis matrix of 33 high-speed rail companies.The high-speed rail companies are divided into different categories according to the level of efficiency and the changes to analyze the reasons for the inefficiency or slow efficiency development of various highspeed rail companies.It is found that the overall efficiency of China's high-speed rail maintains a growth trend,and the efficiency increases rapidly in the service stage.From the perspective of different regions,the western region has witnessed rapid efficiency growth in the past five years,followed by the eastern region,the central region and the northeast region.The efficiency change in the central region is almost consistent with the national average efficiency,representing the average level of the national high-speed rail efficiency.In the past five years,the overall operation efficiency is not high,mainly due to the low efficiency in the service stage.The eastern region has the highest efficiency,followed by the central,Western and northeast regions.Based on the operational decisionmaking matrix,only some high-speed rail companies in the eastern region have achieved the status quo of rapid and efficient development.Although the efficiency of the highspeed rail companies in the western region is low,they have made rapid progress and are considered to have high development potential.The situation is worst in the northeast.This paper uses the multi-period network DEA model to evaluate the efficiency of different high-speed rail companies for the first time,and solves the problem that the results of the traditional DEA model cannot be compared at the time level.Opening the "black box" in the operation process,the overall operation process of the high-speed rail company is divided into the operation phase and the service phase,and a two-stage analysis model for the efficiency evaluation of the high-speed rail company has been constructed.This method can be used to objectively evaluate the overall efficiency in a specific time period,and provide a reference for the efficiency evaluation of railway enterprises and regulatory authorities.Through the analysis of this article,the following suggestions are drawn: The central and northeastern regions can focus on improving the efficiency of the service stage;the western region focuses on improving the efficiency of the operation stage;the eastern region has relatively high efficiency in the two stages,and each high-speed rail company combines its own conditions to improve the overall operating efficiency in different stages;the high-speed rail project of western region has shown strong development potential.Therefore,in the future,we can focus on improving the construction of the western high-speed rail network and improving the operating efficiency of the western high-speed rail.
