Research On Efficiency Evaluation Of Inspection And Testing Organizations In Hebei Province

The inspection and testing institutions of Hebei Province have made some contributions in maintaining quality safety and ensuring national economy and people's livelihood.This paper analyzes the efficiency and existing problems of testing institutions in Hebei Province,and proposes suggestions on optimizing efficiency.First of all,this article analyzes the problems existing in the testing institutions of Hebei Province and the necessity of efficiency calculation in a national context.Secondly,through literature review,the efficiency evaluation index system is obtained and verified.Then,using the three-stage DEA method,the efficiency of the testing institutions and testing industries in Hebei Province can be obtained.After that,the Malmquist index model was used to obtain the total factor growth rate and its decomposition of the testing institutions and industries.Finally,the input-output level and efficiency are used to perform matching analysis.It was found that the testing institutions in Hebei Province are at a high-speed development stage,but the technical efficiency and input-output levels are low.The low-scale efficiency is the main reason for the low technical efficiency.It is necessary to improve the management level of the organization,optimize the allocation of resources and expand the size of the organization.The relative technical efficiency of various testing industries in Hebei Province is relatively high,the pure technical efficiency is close to effective,and the scale efficiency needs to be improved.The method of institutional integration and reorganization can be used to improve the average input and output level of the organization.The inspection industry needs to increase resource input,expand the scale of the industry,optimize the system and improve the level of industry management.Environmental factors have a significant impact on the efficiency of testing institutions.Both government subsidies and increased GDP environmental variables have a negative impact on institutional efficiency.Increasing the number of industry institutions will increase the redundancy of fixed asset investment,but it will help reduce the total number of employees at the end of the period and the redundancy of high-end equipment assets.
